Move Highlights National Importance of Program Rolling Out First in Bihar

Ahead of the upcoming Bihar Assembly Elections, Chief Secretary Amrit Lal Meena has imposed a statewide ban on the transfer of personnel involved in the Special Intensive Revision of the Voter List, in line with directives from the Election Commission of India (ECI). The decision underscores the national significance of the program, which is being piloted in Bihar.

An IAS officer of the 1989 batch, Mr. Meena has issued instructions to all divisional commissioners and district magistrates, emphasizing the need to ensure uninterrupted availability of staff engaged in the voter list revision process. He noted that the success of this ECI-led initiative hinges on seamless coordination and consistent staffing at every level of administration.

Key Personnel and Their Roles

The directive identifies Electoral Registration Officers, Assistant Electoral Registration Officers, BLO Supervisors, and Booth Level Officers (BLOs) as critical to the revision process. Many of these roles are currently filled by personnel on temporary deputation, including school teachers, Vikas Mitras, Anganwadi Sevikas, Kachahari Secretaries, Panchayat Secretaries, and Tola Sevaks.

To maintain continuity, Mr. Meena has strictly prohibited the transfer of these individuals during the revision period. He has also directed departments to make suitable alternative arrangements for their routine duties so their focus remains on election-related responsibilities.

Government’s Commitment to Special Summary Revision 2025

The Bihar government has reaffirmed its commitment to the successful execution of the Special Summary Revision 2025, and district administrations have been instructed to take all necessary steps to meet the ECI’s objectives efficiently.
