In a significant top-level reshuffle, the Uttar Pradesh government has promoted three senior 1992-batch IPS officers—Ashutosh Pandey, Anand Swaroop, and Neera Rawat—to the rank of Director General (DG). The promotions come in the wake of recent retirements of senior officials including P.V. Ramasastry, Sanjay Tarade, and Prashant Kumar.
Ashutosh Pandey Elevated to DG Rank
Mr. Ashutosh Pandey, who currently heads the Economic Offences Wing as Additional Director General (ADG), has now been promoted to DG. He is known for his expertise in financial crime investigations and strategic law enforcement planning.
Other Key Promotions
Anand Swaroop, currently posted at Police Headquarters, Lucknow, has also been elevated to DG.
Neera Rawat, who leads UP 112, the state’s integrated emergency response system, has been promoted to the same rank.
These elevations mark a generational shift in the leadership of the state police force, with more reshuffles expected in the coming weeks.
Upcoming Retirements and Likely Promotions
Ashish Gupta, DG Rules and Manual, is expected to take voluntary retirement on June 10. In his place, S.B. Shiradkar, currently ADG Lucknow Zone, is tipped for promotion.
Aditya Mishra, DG Fire Services, will retire on June 30, likely clearing the path for the promotion of Kalluri P. Kumar, ADG Gorakhpur.
Additional DG-level retirements are anticipated later this year in departments such as Home Guards (B.K. Maurya), Training (Ms. Tilotma Verma), and Civil Defence (Abhay Prasad).

Currently, Uttar Pradesh has DG-rank officers heading several strategic divisions, including:
Training, Prisons, Telecommunications, Prosecution, Home Guards Vigilance, UP Police Recruitment and Promotion Board, Rules and Manual, Civil Defence, Power Corporation, Awas Nigam, Fire Services & CID.
This reshuffle is expected to usher in a new phase of leadership, bringing both continuity and renewed energy to the state’s law enforcement framework.
