Bihar IAS reshuffle 2026: C.K. Anil moved to Planning Board, Jay Singh takes charge of Revenue Department amid ongoing strike; major administrative changes announced.
In a significant administrative overhaul, the Bihar government led by Samrat Chaudhary has undertaken a major reshuffle of senior IAS officers, signalling a determined push to streamline governance and restore efficiency across key departments. The move comes at a crucial time when the Revenue and Land Reforms Department is grappling with an ongoing strike by revenue officials, impacting administrative functioning across the state.
One of the most notable changes involves senior IAS officer C.K. Anil (1991 batch), who has been removed from his position as Principal Secretary of the Revenue and Land Reforms Department. He has now been appointed as Advisor to the Bihar State Planning Board. The reassignment is being interpreted as a strategic decision by the government to bring fresh leadership into a department currently facing operational challenges.
Taking over the reins, Jay Singh (2007 batch), who was serving as Secretary in the same department, has been given full charge of the Revenue and Land Reforms Department with immediate effect. In addition to this critical responsibility, he will continue to hold additional charge of the Finance Department, placing him at the center of two key administrative portfolios. The government has expressed confidence that Singh’s leadership will help resolve the ongoing strike, expedite the clearance of pending land-related cases, and restore administrative normalcy.
The reshuffle is part of a broader series of bureaucratic changes implemented over the past few days. Senior IAS officer Robert L.
Chongthu has been appointed as Principal Secretary of the Minority Welfare Department, while Gopal Meena has been named Secretary to the Governor. Mohammad Sohail has been assigned the role of Secretary in the General Administration Department, alongside his existing responsibilities as Inquiry Commissioner.
At the district level, Shailendra Kumar has been appointed as the new District Magistrate of Lakhisarai, a move expected to strengthen grassroots governance and administrative delivery. Meanwhile, Chandrashekhar Singh has been given charge of the Information and Public Relations Department (IPRD), in addition to his existing responsibilities in the Chief Minister’s Secretariat and other departments, highlighting the government’s reliance on experienced officers for multi-sector roles.
In a parallel development, several IAS officers have been relieved for central deputation. Anupam Kumar has been appointed as Joint Secretary in the Ministry of Power, while Vandana Preyashi will join the Ministry of Chemicals and Fertilisers in a similar capacity. Pratima Satish Kumar has been appointed at the Joint Secretary level in the Ministry of Tribal Affairs. These officers are expected to assume their new roles starting May 1.
