Bihar’s Biggest IAS Reshuffle of 2026: 21 Officers Transferred, Kundan Kumar Named Patna DM, Major Administrative Changes Across Key Districts
Bihar government transfers 21 IAS officers in a major administrative reshuffle. Kundan Kumar becomes Patna DM, Alankrita Pandey takes charge in Bhagalpur, while key postings are announced across Nalanda, Muzaffarpur, Rohtas, East Champaran and other districts.
Bihar’s administrative machinery has undergone a major transformation with the state government announcing the transfer and reassignment of 21 IAS officers in one of the most extensive bureaucratic reshuffles seen in recent months. The sweeping exercise comes shortly after a significant restructuring within the police establishment and signals the government’s broader effort to reposition experienced officers in crucial governance roles across districts and departments.
The reshuffle, officially notified by the General Administration Department, affects several strategically important districts, including Patna, Bhagalpur, Muzaffarpur, Nalanda, Rohtas, East Champaran, Khagaria, Gopalganj, Banka and Kishanganj. Alongside district-level changes, the government has also introduced several high-profile appointments within the state secretariat and key public sector organizations.
At the center of the latest administrative overhaul is the appointment of 2012-batch IAS officer Kundan Kumar as the new District Magistrate and Collector of Patna. Considered one of the most influential administrative positions in the state, the Patna DM post carries enormous responsibility due to the district’s political, economic and administrative significance.
Prior to this appointment, Kundan Kumar was serving as the District Magistrate of Nalanda. His transfer to Patna is being viewed as a major responsibility entrusted to an officer who has gained considerable administrative experience handling district-level governance. He succeeds 2011-batch IAS officer Thyagarajan S.M., who has now been assigned a crucial educational leadership role.
Thyagarajan S.M. has been appointed Chairman of the Bihar School Examination Board (BSEB), an institution that plays a central role in conducting examinations and shaping the academic landscape of the state. In addition to this responsibility, he will continue to serve as Special Secretary in the Health Department, ensuring continuity in ongoing administrative work within the department.
Another noteworthy development involves senior IAS officer Anand Kishor. He has been relieved of the additional responsibility he had been carrying as Chairman of the Bihar School Examination Board. Following the latest reshuffle, Anand Kishor will now focus exclusively on his duties as Additional Chief Secretary of the Environment, Forest and Climate Change Department. The move is expected to allow greater concentration on environmental governance, policy formulation and climate-related initiatives at a time when sustainable development remains a key priority for the state.
The reshuffle has also brought significant changes at the secretariat level.
Robert L. Chongthu, who had been serving as Principal Secretary of the Minority Welfare Department, has been transferred and appointed Principal Secretary of the Parliamentary Affairs Department. The reassignment places him at the center of legislative coordination and government-business management within the state administration.
Meanwhile, Mohammad Sohail has been posted as Secretary of the Minority Welfare Department. He will continue to hold the additional charge of Secretary in the General Administration Department, giving him an important role in managing both minority welfare initiatives and broader administrative affairs.
Another major transfer involves Navin Kumar, who was serving as District Magistrate of Khagaria. He has now been appointed Special Secretary in the Prohibition, Excise and Registration Department. Apart from this assignment, he will continue to shoulder additional responsibilities as Secretary-in-Charge of the Information and Public Relations Department and Managing Director of the Bihar State Beverages Corporation Limited. His expanded portfolio reflects the government’s confidence in his administrative capabilities across multiple sectors.
Several district administrations have witnessed leadership changes as part of the reshuffle.
In Nalanda, Udita Singh has been appointed the new District Magistrate. She previously served as the District Magistrate of Rohtas, where she handled a range of administrative and developmental responsibilities. Her move to Nalanda places her in charge of a district that holds immense historical, educational and political significance within Bihar.
Replacing her in Rohtas is Deepak Kumar Mishra, who had been serving as Joint Secretary in the Chief Minister’s Secretariat. His appointment as District Magistrate marks a transition from a key policy and coordination role at the state headquarters to direct district administration.
Bhagalpur has also received a new District Magistrate. Alankrita Pandey, a 2016-batch IAS officer who was previously serving as District Magistrate of Jehanabad, has been transferred to the important Bhagalpur district. Her appointment is being closely watched given Bhagalpur’s economic relevance and developmental importance in eastern Bihar.
Taking over from her in Jehanabad will be 2013-batch IAS officer Chhiring Y. Bhutia. Before this transfer, Bhutia was serving as Special Secretary in the Health Department. His new assignment places him at the forefront of district-level governance and implementation of government schemes.
Muzaffarpur has also witnessed a significant administrative change. District Magistrate Subrat Kumar Sen has been transferred and appointed Managing Director of the Bihar Medical Services and Infrastructure Corporation Limited (BMICL). The corporation plays a vital role in strengthening healthcare infrastructure and medical procurement systems across the state.
Replacing him as Muzaffarpur DM is Kumar Gaurav, who has been serving as Additional Executive Director of the State Health Society. His background in health administration is expected to bring valuable experience to one of Bihar’s most prominent districts.
In East Champaran, also known as Motihari, Agriculture Director Saurabh Suman Yadav has been appointed the new District Magistrate. His administrative experience in the agriculture sector is expected to prove useful in a district where farming continues to play a critical role in the local economy.
The outgoing East Champaran DM, Saurav Jorwal, has been entrusted with a major infrastructure-related responsibility. He has been appointed Managing Director of the South Bihar Power Distribution Company Limited (SBPDCL), a key organization responsible for electricity distribution and power sector management.
Khagaria will now be headed by Vikram Virkar, who was serving as Director of Primary Education before his latest posting. As the new District Magistrate, he will oversee development projects, law and order coordination and implementation of welfare schemes in the district.
Banka has also received new administrative leadership. Anshul Agrawal, who was serving as Inspector General of Registration-cum-Excise Commissioner, has been appointed District Magistrate of the district. His appointment is expected to bring administrative expertise drawn from revenue and excise administration.
In Gopalganj, the government has appointed Samir Saurabh as the new District Magistrate. Before this posting, he was serving as Managing Director of COMFED, one of Bihar’s most prominent cooperative organizations involved in dairy development and milk production.
Kishanganj has also been included in the reshuffle exercise, with Naveen Kumar being appointed as the new District Magistrate. His appointment is part of the government’s broader effort to strengthen district-level governance through strategic deployment of officers.
Among the other notable appointments, 2013-batch IAS officer Dharmendra Kumar has been transferred from his position as Director of Social Security and appointed Chairman of the Bihar State Bridge Construction Corporation Limited (BSBCCL), Patna. The corporation is one of the state’s most important infrastructure agencies and plays a crucial role in executing bridge construction projects that improve connectivity and support economic growth.
The simultaneous restructuring of both the IAS and IPS establishments points to a larger governance strategy being pursued by the Bihar government. Administrative experts believe the transfers are intended to place experienced officers in positions where their expertise can be most effectively utilized. The objective appears to be strengthening governance delivery, improving coordination between departments and enhancing the efficiency of district administrations.
With fresh leadership now taking charge across several major districts and senior officers assuming critical responsibilities in government departments and public sector organizations, the latest reshuffle represents one of Bihar’s most significant bureaucratic exercises of 2026.
