Centre Empanels IAS Amit Kumar as Joint Secretary; Armstrong Pame Repatriated Early to Manipur Cadre

In a significant set of bureaucratic developments, the Centre has announced key cadre movements and empanelments involving senior Indian Administrative Service (IAS) officers.

The Appointments Committee of the Cabinet (ACC) has empanelled Amit Kumar, a 2010-batch IAS officer of the Jharkhand cadre, for appointment as Joint Secretary or equivalent at the Centre. Meanwhile, Armstrong Pame, a 2009-batch IAS officer of the Manipur cadre, has been prematurely repatriated to his parent cadre nearly a year before the scheduled completion of his central deputation tenure.
Amit Kumar Empanelled for Joint Secretary-Level Role

Amit Kumar’s empanelment marks a major milestone in his administrative career, positioning him for senior policymaking responsibilities at the Centre. Currently serving as Secretary in the Commercial Tax Department, Jharkhand, Kumar has held several important roles across governance, taxation, and urban development.

His career highlights include serving as Director of the State Urban Development Agency (SUDA), CEO of the Jharkhand Smart City Mission, Managing Director of the Jharkhand State Housing Board, and Deputy Commissioner of Palamu district. He also worked as Private Secretary to the Union Minister for Tribal Affairs, gaining valuable exposure to central policymaking.

Born on January 1, 1985, Amit Kumar holds a B.A. from Patna University and an M.A. from Delhi University. Known for his administrative versatility, he has contributed significantly to urban development initiatives, taxation reforms, and governance modernization in Jharkhand. His empanelment signals readiness for higher responsibilities in shaping national policy.

Armstrong Pame Repatriated to Manipur Before Tenure Completion

In another major move, Armstrong Pame has been prematurely repatriated to his parent cadre of Manipur. His central deputation tenure was originally scheduled to end on April 17, 2027, but the ACC has approved his early return with an extended cooling-off clause, sending him back nearly a year in advance.

Pame began his central deputation in April 2022 as Deputy Secretary in the Ministry of Information & Broadcasting. He later moved to the Department of School Education and Literacy as Director in September 2024, before being empanelled as Joint Secretary in February 2025. On March 21, 2025, he was appointed Joint Secretary in the Department of Higher Education under the Ministry of Education.

A graduate in Physics from Delhi University with a Master’s degree in Public Policy, Armstrong Pame is widely celebrated as the “Miracle Man of Manipur.” He earned national recognition in 2012 for spearheading the construction of a 100-km “People’s Road” connecting Manipur, Nagaland, and Assam. The landmark project was completed without government funding, relying entirely on crowdfunding and voluntary community participation, making it a model of grassroots-driven development.

The empanelment of Amit Kumar reflects the Centre’s strategy of positioning experienced officers in senior policymaking roles, while Armstrong Pame’s early repatriation underscores the evolving dynamics of cadre management and central deputation.
