Centre Announces Major Bureaucratic Appointments: Shreya Bhardwaj Gets Deputation Extension, IPS Mamta Rahul Elevated as CISF IG, Pramod Kumar Choudhary Takes Additional Charge as BSNL CVO
New Delhi: The Central Government has rolled out another significant round of bureaucratic appointments, bringing important changes across the Indian Ordnance Factory Service (IOFS), Indian Police Service (IPS), and Indian Railway Stores Service (IRSS). The latest decisions reflect the government’s continuing efforts to strengthen leadership across key ministries, public sector undertakings, and central security organisations by placing experienced officers in strategic positions.
Among the major decisions cleared by the Appointments Committee of the Cabinet (ACC), IOFS officer Shreya Bhardwaj has been granted a one-year extension in her central deputation as Deputy Secretary in the Department of Higher Education. Rajasthan cadre IPS officer Mamta Rahul has been promoted to the rank of Inspector General in the Central Industrial Security Force (CISF), while senior IRSS officer Pramod Kumar Choudhary has been entrusted with the additional responsibility of serving as Chief Vigilance Officer (CVO) of Bharat Sanchar Nigam Limited (BSNL).
Each of these appointments highlights the Centre’s emphasis on ensuring administrative continuity, strengthening institutional governance, and placing experienced officers in positions that require both technical expertise and strong leadership.
Shreya Bhardwaj Gets One-Year Extension in Central Deputation
One of the most notable decisions relates to Shreya Bhardwaj, a 2012-batch Indian Ordnance Factory Service (IOFS) officer who is currently serving as Deputy Secretary in the Department of Higher Education under the Ministry of Education.
The Appointments Committee of the Cabinet has approved the extension of her deputation under the Central Staffing Scheme for another year. According to the order issued by the Department of Personnel and Training (DoPT), her tenure, which was originally scheduled to conclude on December 25, 2026, has now been extended until December 25, 2027, or until further orders, whichever comes earlier.
The extension ensures continuity in the Department of Higher Education at a time when the ministry is implementing several major reforms aimed at expanding access to quality education, improving institutional governance, strengthening higher education infrastructure, and implementing initiatives linked to the National Education Policy.
Central deputation extensions are generally granted only after assessing an officer’s performance, administrative requirements, and the continued need for experienced leadership in a particular department. The decision indicates the confidence placed by the government in Bhardwaj’s contribution during her tenure.
Why Deputation Extensions Matter
Extensions under the Central Staffing Scheme are considered important administrative decisions because they allow ministries to retain officers who have acquired institutional knowledge and are handling key policy assignments.
Changing officers frequently in sensitive departments can affect the pace of decision-making and policy implementation. By extending the tenure of experienced officers, the government seeks to maintain continuity while ensuring that long-term projects and reforms continue without disruption.
The Department of Higher Education has been actively engaged in reforms related to universities, research institutions, digital education initiatives, skill development, and academic governance. Experienced officers play a crucial role in coordinating these initiatives with various state governments, educational institutions, and regulatory bodies.
Rajasthan Cadre IPS Officer Mamta Rahul Elevated as CISF Inspector General
Another major announcement concerns senior Rajasthan cadre IPS officer Mamta Rahul, who has been promoted to the rank of Inspector General (IG) in the Central Industrial Security Force.
According to the Ministry of Home Affairs (MHA), the 2007-batch IPS officer has been elevated from the post of Deputy Inspector General and posted as Inspector General, CISF, Mumbai.
Her promotion will remain effective for the remaining period of her central deputation, which is scheduled to continue until January 26, 2028. By the end of her tenure, she would have completed a combined seven-year deputation with the CISF.
The promotion marks another important milestone in her policing career and reflects the Centre’s confidence in her leadership capabilities within one of India’s premier central armed police forces.
Steady Rise Within CISF
Mamta Rahul’s journey within the CISF has been marked by consistent growth.
She joined the force on central deputation in 2019 as a Senior Commandant, an SP-level position. Her performance during the initial years led to her promotion as Deputy Inspector General (DIG) in March 2022.
Now, with her elevation as Inspector General, she enters the senior leadership tier of the force, where officers are entrusted with supervising large formations, managing operational responsibilities, overseeing security infrastructure, and coordinating with multiple government agencies.
The Inspector General rank carries significant responsibility, especially within a force like the CISF, which is tasked with protecting some of India’s most sensitive and strategically important installations.
CISF’s Expanding Responsibilities
Over the years, the Central Industrial Security Force has witnessed a substantial expansion in its operational responsibilities.
Besides securing airports across the country, CISF personnel protect nuclear facilities, space establishments, metro rail networks, major ports, oil refineries, public sector enterprises, government buildings, and several critical infrastructure projects.
The force has also increasingly adopted technology-driven surveillance systems, cybersecurity measures, and integrated security management practices.
Senior officers at the Inspector General level play an important role in operational planning, manpower management, security coordination, emergency response mechanisms, and the implementation of modern policing practices across different sectors.
Mamta Rahul’s promotion comes at a time when the CISF continues to expand both its operational footprint and technological capabilities.
Pramod Kumar Choudhary Given Additional Charge of BSNL Chief Vigilance Officer
The Centre has also approved another important administrative arrangement involving senior Indian Railway Stores Service officer Pramod Kumar Choudhary.
Currently serving as the Chief Vigilance Officer (CVO) of Telecommunication Consultants India Limited (TCIL) in New Delhi, Choudhary has now been assigned the additional responsibility of Chief Vigilance Officer of Bharat Sanchar Nigam Limited (BSNL).
According to the Department of Personnel and Training order issued on July 1, 2026, he will hold the additional charge for six months from the date he assumes office, until a regular CVO is appointed, or until further orders, whichever is earlier.
The arrangement ensures that vigilance administration within BSNL continues without interruption during the interim period.
Importance of the Chief Vigilance Officer’s Role
The office of the Chief Vigilance Officer occupies a critical position in every major government department and public sector enterprise.
A CVO is responsible for maintaining transparency, preventing corruption, monitoring vigilance investigations, ensuring adherence to prescribed procedures, and promoting ethical governance within the organisation.
In a large public sector undertaking like BSNL, the role assumes even greater importance because of the company’s extensive operational network, procurement activities, infrastructure projects, and public service responsibilities.
Assigning an experienced officer additional charge allows the organisation to maintain continuity in vigilance oversight while the process of appointing a regular incumbent is completed.
Focus on Administrative Continuity
The latest set of appointments demonstrates the government’s broader strategy of ensuring that key institutions continue to function efficiently without leadership gaps.
Whether it is extending the tenure of an officer handling important policy matters in higher education, promoting a senior IPS officer to strengthen leadership in a central security force, or assigning additional vigilance responsibilities within a major public sector undertaking, each decision reflects an emphasis on administrative stability.
Such appointments are often part of a larger exercise undertaken by the Centre to optimise human resource deployment across ministries, departments, and autonomous organisations while ensuring that governance remains smooth and uninterrupted.
Strengthening Governance Across Key Institutions
The recent decisions also underline the importance the Central Government places on experienced leadership across different sectors.
Educational reforms require continuity in policymaking, security organisations demand capable operational leadership, and public sector enterprises depend on strong vigilance mechanisms to maintain accountability and transparency.
By extending the services of proven officers, promoting deserving IPS leaders, and filling critical administrative positions without delay, the government aims to strengthen institutional effectiveness across multiple domains.
As ministries, security agencies, and public sector organisations continue to take on increasingly complex responsibilities, such personnel decisions are expected to play a key role in ensuring efficient governance, faster decision-making, and stronger public administration across the country.
