ACC Approves Key IAS Assignments: M Angamuthu Gets Additional Charge of Cochin Port, P Hemalatha Takes MPEDA Responsibility, Shah Faesal’s Deputation Extended Till 2028

The Appointments Committee of the Cabinet (ACC) has cleared a set of important administrative decisions involving three senior IAS officers, bringing changes to the additional responsibilities of key organisations while also extending the central deputation of Shah Faesal in the Ministry of Culture.The decisions, approved on August 19, 2026, cover M Angamuthu, P Hemalatha and Shah Faesal, with each order relating to a different aspect of senior-level government administration.

The latest approvals include additional charge arrangements at the Cochin Port Authority and the Marine Products Export Development Authority (MPEDA), along with a two-year extension of Shah Faesal’s tenure as Deputy Secretary in the Ministry of Culture. The orders are significant because they ensure continuity at important institutions at a time when the concerned ministries and departments continue to manage a wide range of operational, policy and developmental responsibilities.

M Angamuthu Gets Additional Charge of Cochin Port Authority

Among the key decisions, the ACC has approved the proposal to entrust M Angamuthu, a 2002-batch IAS officer of the Assam-Meghalaya cadre, with the additional charge of Chairperson, Cochin Port Authority at the Joint Secretary level. Angamuthu is currently serving as the Chairperson of the Mumbai Port Authority and will continue to hold that position while taking on the additional responsibility at Cochin.

According to the Department of Personnel and Training (DoPT) order, the Ministry of Ports, Shipping and Waterways had proposed assigning the additional charge to Angamuthu. The arrangement has been approved for a period of six months with effect from June 20, 2026, or until a regular incumbent is appointed, or until further orders, whichever is earlier.

The decision effectively places responsibility for two major port authorities with the same senior officer for the duration of the additional-charge arrangement. Angamuthu will therefore continue overseeing the Mumbai Port Authority while also handling the responsibilities associated with the Cochin Port Authority.

Additional Responsibility Comes at Joint Secretary Level

The Cochin Port Authority is an important institution within India’s maritime infrastructure network, and the Chairperson’s position involves overseeing the administration and functioning of the port as well as coordinating various operational and developmental matters.

By assigning the additional responsibility to a serving port authority chairperson, the government has opted for an arrangement that provides administrative continuity while the process for appointing a regular incumbent is completed. The six-month period gives the concerned ministry flexibility to make a regular appointment without leaving the organisation without senior-level leadership in the interim.

For Angamuthu, the latest order adds another major responsibility to his existing role at the Mumbai Port Authority. His continuation in both assignments will be subject to the terms of the government order and will end earlier if a regular appointment is made or fresh directions are issued.

P Hemalatha Given Additional Charge of MPEDA Chairman

In another significant decision, the ACC has approved the additional charge of Chairman, Marine Products Export Development Authority (MPEDA) for P Hemalatha, a 2000-batch IAS officer of the Kerala cadre. Hemalatha is currently serving as Development Commissioner, SEZ Cochin, and has been entrusted with the additional responsibility at the Joint Secretary level.

The proposal was moved by the Department of Commerce, which sought approval for Hemalatha to hold the additional charge of the key export promotion organisation. Unlike Angamuthu’s arrangement, however, the ACC approval in Hemalatha’s case has been given on an ex-post facto basis.

The approval covers the period from March 18, 2026, to May 24, 2026, during which Hemalatha held the additional responsibility of MPEDA Chairman. The latest decision therefore formally regularises the additional charge she handled during that period.

MPEDA’s Role in India’s Marine Products Export Sector

The Marine Products Export Development Authority operates under the Department of Commerce and has an important role in promoting India’s marine products sector and strengthening the country’s exports in this field.

Its responsibilities cover the development and promotion of marine product exports, along with engagement with exporters and stakeholders involved in the sector. The authority also works to support India’s position in international seafood markets and contributes to the broader export promotion framework of the country.

Hemalatha’s additional charge at MPEDA came alongside her regular responsibilities as Development Commissioner of SEZ Cochin. The ex-post facto approval now provides formal government sanction for the period during which she handled the additional responsibility.

The extension means the Ministry of Culture will retain an officer who has already spent several years in the department and is familiar with its administrative structure, programmes and ongoing responsibilities. For the ministry, such continuity can be useful in managing long-term projects and policy initiatives that require sustained coordination.

From UPSC Topper to Central Government Officer

Shah Faesal’s career has remained closely watched because of his extraordinary beginning in the civil services. In 2010, he secured All India Rank 1 in the UPSC Civil Services Examination, becoming the first Kashmiri to top the examination.

His achievement received national attention and turned him into a prominent figure among civil services aspirants. Before entering the IAS, Faesal had studied medicine at the Sher-i-Kashmir Institute of Medical Sciences and qualified as a doctor.

His early administrative career included several important assignments in Jammu and Kashmir. He served as Deputy Commissioner of Bandipora and later held positions including Director of School Education, Kashmir, and Managing Director of the Jammu and Kashmir State Power Development Corporation.

Those assignments gave him experience in district administration, education, infrastructure and public sector management before his career took an entirely different direction with his resignation from the IAS.

Three Officers, Three Different Administrative Arrangements

Taken together, the latest ACC decisions cover three distinct types of administrative action involving senior IAS officers. M Angamuthu has been given an additional charge at another major port authority while continuing as Chairperson of Mumbai Port Authority.

P Hemalatha, meanwhile, has received ex-post facto approval for the additional responsibility of MPEDA Chairman for a defined period earlier this year. Her regular assignment remains that of Development Commissioner, SEZ Cochin.

The three orders collectively underline the government’s effort to maintain continuity in important institutions while regular appointments and longer-term administrative arrangements are worked out. With these decisions, key organisations under the Ministry of Ports, Shipping and Waterways, Department of Commerce and Ministry of Culture will continue to have experienced IAS officers handling senior responsibilities.
