Haryana Transfers 2 IAS Officers; Varsha Khangwal Named Jhajjar Deputy Commissioner, Swapnil Patil Gets Vigilance and Education Roles

The Government of Haryana has carried out a minor yet important bureaucratic reshuffle involving two Indian Administrative Service (IAS) officers, with Varsha Khangwal being appointed as the new Deputy Commissioner (DC) of Jhajjar district.

The latest administrative order also assigns new responsibilities to Swapnil Ravindra Patil, who has been transferred from the post of Deputy Commissioner, Jhajjar, and entrusted with key assignments in the Vigilance Department and the education sector.

The reshuffle is part of the Haryana government’s continuing efforts to strengthen district administration and improve governance efficiency through strategic postings of senior officers.

Varsha Khangwal Appointed Deputy Commissioner of Jhajjar

Varsha Khangwal, a 2018-batch IAS officer, was previously serving as Additional Secretary in the Vigilance Department before receiving her new assignment.

Over the course of her administrative career, she has held several important responsibilities in the state government. Earlier, she also served as Director of the Public Relations and Languages Department, where she managed various communication and administrative functions.

Her appointment as Deputy Commissioner places her at the helm of district administration in Jhajjar, a key district in Haryana.

As Deputy Commissioner, she will be responsible for supervising implementation of government schemes, maintaining administrative coordination, monitoring developmental projects and ensuring effective delivery of public services.

The role also involves coordination related to law and order management, revenue administration and implementation of both state and central government welfare programmes at the district level.

Swapnil Ravindra Patil Assigned Dual Responsibilities

Swapnil Ravindra Patil, who had been serving as Deputy Commissioner of Jhajjar, has now been transferred and assigned two significant administrative positions.

Under the latest order, he will now serve as:

Special Secretary, Vigilance Department
State Project Director, Haryana School Shiksha Pariyojana Parishad

The dual assignment gives Patil responsibilities in two important sectors — administrative vigilance and school education.

As Special Secretary in the Vigilance Department, he will be involved in matters related to administrative oversight, transparency and monitoring of governance mechanisms within the state administration.

Simultaneously, as State Project Director of the Haryana School Shiksha Pariyojana Parishad, he will oversee implementation and monitoring of key educational programmes and school-related initiatives in the state.

The position is considered important for strengthening education infrastructure, improving learning outcomes and ensuring effective execution of various centrally and state-sponsored education schemes.

Haryana Government Continues Administrative Restructuring

The latest reshuffle reflects the Haryana government’s ongoing focus on administrative restructuring and efficient governance management across departments and districts.

State officials indicated that such transfers are aimed at placing experienced officers in roles where their administrative capabilities can be utilized effectively.

Both Varsha Khangwal and Swapnil Ravindra Patil are regarded as capable administrators with significant field and departmental experience, and their new assignments are expected to play an important role in strengthening governance delivery in Haryana.

The transfer order also highlights the importance the state government is placing on vigilance administration, district governance and implementation of education-related programmes as part of its broader governance priorities.
