Maharashtra Transfers 4 IAS Officers; ‘Singham’ Bureaucrat Tukaram Mundhe Appointed FDA Commissioner in 25th Posting

The Government of Maharashtra has carried out a fresh bureaucratic reshuffle involving four senior Indian Administrative Service (IAS) officers, with Tukaram Mundhe being appointed as Commissioner of the Food and Drug Administration (FDA).

The latest appointment marks Mundhe’s 25th transfer in a bureaucratic career spanning nearly 21 years and also his second transfer within less than two months, once again drawing attention to the unusually frequent postings of one of Maharashtra’s most high-profile bureaucrats.

Widely known for his strict administrative functioning and uncompromising approach toward governance, Mundhe has often been referred to as the “Singham” of Maharashtra’s bureaucracy due to his reputation for taking tough decisions and enforcing discipline in public administration.

Tukaram Mundhe Returns With Fresh Assignment

Tukaram Mundhe, a 2005-batch IAS officer, has held several important and often challenging administrative positions across Maharashtra over the years.

In April 2026, he had been transferred and posted as Secretary in the Disability Welfare Department. Simultaneously, he was also assigned the role of Principal Secretary in the Disaster Management, Relief and Rehabilitation Department headed by Minister Girish Mahajan.

However, before he could formally assume charge of those responsibilities, the transfer order was reportedly kept in abeyance, resulting in him remaining without an official posting for nearly a month.

His latest appointment as FDA Commissioner now formally restores him to an active administrative role within the state government.

Despite the significance of the Food and Drug Administration department, some administrative observers reportedly view the posting as comparatively less influential considering Mundhe’s seniority and administrative experience.

Reputation for Tough Governance Style

Over the years, Tukaram Mundhe has built a strong public image as a strict and reform-oriented officer known for taking action against corruption, administrative inefficiency and procedural violations.

His tenure in different civic bodies and departments has often attracted public attention due to his direct style of functioning and efforts to enforce accountability in governance systems.

Mundhe has also witnessed multiple transfers during politically sensitive assignments, making his administrative journey one of the most discussed among Maharashtra cadre IAS officers.

Kanhuraj Bagate Appointed MD of Mumbai Metro Rail Corporation

As part of the reshuffle, Kanhuraj Bagate has been appointed Managing Director of the Mumbai Metro Rail Corporation Limited (MMRCL).

He replaces Ashwini Bhide, who was recently appointed Municipal Commissioner of the Municipal Corporation of Greater Mumbai.

The Mumbai Metro Rail Corporation plays a crucial role in executing and managing major metro rail infrastructure projects in the financial capital, including underground and high-capacity urban transit corridors.

Shridhar Dube Shifted to Slum Rehabilitation Authority

Shridhar Dube, who had been serving as Commissioner of the Food and Drug Administration since February 2026, has now been transferred and appointed Chief Executive Officer of the Mumbai Metropolitan Region Slum Rehabilitation Authority.

Prior to his FDA assignment, Dube served as Managing Director of the Maharashtra State Cooperative Marketing Federation.

The Slum Rehabilitation Authority is considered one of the key urban governance bodies in the Mumbai Metropolitan Region, dealing with housing redevelopment and rehabilitation projects for slum dwellers.

RS Chavan Appointed MD of Haffkine Bio-Pharmaceutical Corporation

In another important appointment, R S Chavan has been named Managing Director of the Haffkine Bio-Pharmaceutical Corporation.

The corporation is involved in pharmaceutical manufacturing and public health-related production activities and plays a significant role in supplying medicines and vaccines within the state healthcare ecosystem.

Additional Charge Assigned to Sanjay Khandare

The Maharashtra government has also assigned additional responsibilities to Sanjay Khandare, who is presently serving as Additional Chief Secretary (Tourism).

Khandare has now been given additional charge as Additional Chief Secretary of the Food and Drug Administration Department, replacing Dhiraj Kumar.

Significant Administrative Changes Across Key Departments

The latest bureaucratic reshuffle reflects important administrative changes in departments associated with public health, urban infrastructure, rehabilitation and governance management.

Among all the transfers, Tukaram Mundhe’s return to an active posting is likely to attract the greatest public and political attention due to his strong administrative image and history of high-profile assignments.

His appointment as FDA Commissioner comes at a time when regulatory oversight over food safety, pharmaceuticals and public health standards remains an important governance priority in Maharashtra.
