The Centre has approved the inter-cadre transfer of IAS officer Pallavi Mishra (2023 batch, AGMUT cadre) to the Punjab cadre under marriage provisions, following her marriage to IAS officer Aditya Sharma. The move ensures cadre alignment while maintaining governance efficiency.

In a significant administrative decision that reflects established service norms within the Indian Administrative Service (IAS) framework, the Government of India has approved the inter-cadre transfer of Shri Pallavi Mishra, a 2023-batch IAS officer of the AGMUT cadre (Jammu & Kashmir segment), to the Punjab cadre.

This transfer has been sanctioned under the marriage provisions of the IAS (Cadre) Rules, 1954, following her marriage to Shri Aditya Sharma, an IAS officer of the Punjab cadre from the same batch. The approval was granted by the Department of Personnel and Training (DoPT), which functions under the Ministry of Personnel, Public Grievances and Pensions.

 Current Posting and Transition

Prior to this transfer, Pallavi Mishra was serving as Sub-Divisional Magistrate (SDM) in Marh, Jammu & Kashmir. With the cadre alignment now approved, she will move to the Punjab cadre, enabling both officers to serve within the same administrative framework.

This provision is designed to support work-life balance among All India Services officers, while ensuring that governance and administrative efficiency are not compromised.

 Legal Framework for Inter-Cadre Transfers

The transfer has been carried out in accordance with Rule 5(2) of the IAS (Cadre) Rules, 1954, which allows for inter-cadre transfers on specific grounds, including marriage. Such transfers require:

Concurrence of the concerned state governments.

Approval from the Ministry of Home Affairs (MHA).

Final sanction by the DoPT.

In this case, both the Government of Punjab and the Ministry of Home Affairs concurred with the decision, paving the way for a smooth transition.
