UP Government Executes Major Overnight Bureaucratic Reshuffle: 40 IAS Officers Transferred, Anjani Kumar Singh Appointed DM Lakhimpur Kheri, Durga Shakti Nagpal Elevated as Divisional Commissioner

In a sweeping late-night administrative exercise, the Uttar Pradesh government led by Chief Minister Yogi Adityanath has transferred as many as 40 Indian Administrative Service (IAS) officers, marking one of the most extensive reshuffles in recent months. The move, announced through official orders, has triggered widespread changes across district administrations and key departments, underscoring the government’s intent to strengthen governance and streamline administrative efficiency at multiple levels.

The reshuffle primarily impacts District Magistrates (DMs), Chief Development Officers (CDOs), and senior departmental positions. Such large-scale transfers are a routine feature of Uttar Pradesh’s bureaucratic framework, but the scale and timing of this exercise—carried out overnight—have drawn significant attention. Officials suggest that the decision reflects the government’s strategy to inject fresh leadership into districts, align officers with priority sectors, and ensure accountability in the implementation of development schemes.

Key Highlights of the Reshuffle

40 IAS officers transferred in a single order.

Multiple District Magistrates replaced across districts.

Several Joint Magistrates elevated to Chief Development Officers (CDOs).

Senior-level postings made in energy, tourism, education, and welfare departments.

Among the most notable changes, Anjani Kumar Singh has been appointed as the new District Magistrate of Lakhimpur Kheri, a district that has often been in the spotlight for law and order and agrarian issues. His posting is seen as a crucial administrative decision aimed at strengthening governance in the region.

Equally significant is the elevation of Durga Shakti Nagpal, a senior IAS officer known for her proactive administrative style. She has been promoted as Divisional Commissioner of Devipatan Division, a role that places her in charge of overseeing multiple districts and coordinating development initiatives at a regional level. Her elevation is widely viewed as recognition of her administrative acumen and past contributions.

Major District-Level Transfers

The reshuffle has resulted in a domino effect across several districts. For instance, Gaurang Rathi has been moved from Unnao to Jhansi, Indrajeet Singh has taken charge as DM Sultanpur, while Kumar Harsh has been shifted to Bulandshahr. Similarly, Annapurna Garg has been appointed DM Shravasti, and Alok Yadav has taken over as DM Shamli. The changes extend to districts such as Saharanpur, Amroha, Hamirpur, Raebareli, Fatehpur, Mainpuri, Auraiya, and Agra, reflecting the government’s intent to rotate officers across diverse administrative environments.

Beyond district postings, several senior officers have been reassigned to critical departments. Shashi Bhushan Lal Sushil has been appointed Principal Secretary (Sugar, Cane, MSME & Export Promotion), while Mukul Chaudhary has been posted as Director of Tourism. Abhishek Kumar Pandey will now serve as Director of Social Welfare, and Harshita Mahesh has taken charge as Director of Child Development & Nutrition. These appointments highlight the government’s focus on sectors directly linked to public welfare and economic growth.

Administrative Strategy

The reshuffle is not merely a routine exercise but a calculated move to ensure fresh leadership in districts, strengthen development administration through CDO appointments, and align officers with priority sectors such as energy, tourism, and welfare. By rotating officers across districts and departments, the government aims to bring new perspectives, enhance efficiency, and improve delivery of public services.
