Jammu & Kashmir Transfers 4 IAS and JKAS Officers; Anil Banka Appointed Director Industries & Commerce Kashmir

 In a significant administrative reshuffle aimed at strengthening governance and improving institutional efficiency, the Government of Jammu and Kashmir on Tuesday transferred and posted four IAS and JKAS officers across key departments of the Union Territory. The reshuffle was carried out with immediate effect through Government Order No. 938-JK(GAD) of 2026 issued by the General Administration Department (GAD).

The latest round of transfers affects crucial administrative sectors including Finance, Industries and Commerce, Information Technology, district administration, and e-governance. Officials said the changes are part of the government’s continuing efforts to streamline public administration, improve coordination among departments, and ensure faster delivery of public services across Jammu and Kashmir.

Among the most notable appointments, senior officer Anil Banka has been transferred from the Finance Department and posted as Director, Industries and Commerce, Kashmir. Prior to this assignment, he was serving as Special Secretary in the Finance Department.

Banka replaces Khalid Majeed, who has been directed to await further posting orders in the General Administration Department. The Industries and Commerce Department is considered one of the key sectors in Jammu and Kashmir’s economic development framework, particularly in relation to industrial investment, entrepreneurship promotion, employment generation, and revival of local business activities in the Valley. Banka’s appointment is expected to strengthen administrative oversight and accelerate policy implementation in the sector.

In another important posting, Mahima Madan has been appointed as Additional Deputy Commissioner (ADC), Kathua. Before this transfer, she was serving as Additional Secretary in the Information Technology Department. She was also holding the additional responsibilities of Chief Executive Officer of JaKeGA and Director, Defence Labour Procurement, Jammu and Kashmir.

As ADC Kathua, Madan will now oversee critical district-level administrative responsibilities, including revenue administration, developmental coordination, implementation of welfare schemes, and public grievance redressal. She replaces Vishavjeet Singh, who has also been directed to await further adjustment orders from the government.

The government has simultaneously appointed Asha Choudhary Malhotra as the new Chief Executive Officer of JaKeGA. She had been awaiting adjustment in the General Administration Department before receiving the new assignment.

In addition to her new role, Malhotra will continue to hold the additional charge of Director, Defence Labour Procurement, Jammu and Kashmir, until further orders are issued. JaKeGA plays a major role in the Union Territory’s digital governance initiatives, including implementation of e-governance projects, digital public service systems, and information technology-driven administrative reforms. Her appointment comes at a time when the administration is pushing for greater digitisation and transparency in governance mechanisms.

Meanwhile, Mohd Raiyaz, who was serving as Deputy Secretary in the Department of Forest, Ecology and Environment, has been transferred and posted as Sub-Divisional Magistrate (SDM), Karnah-Tangdhar, against an available vacancy.

The Karnah-Tangdhar region holds strategic as well as administrative importance due to its geographical location near the Line of Control (LoC). As SDM, Raiyaz will be responsible for maintaining law and order, supervising revenue administration, and coordinating developmental activities in the subdivision.

Officials indicated that the reshuffle reflects the Jammu and Kashmir administration’s broader strategy of placing experienced officers in critical positions to enhance governance standards and administrative responsiveness. The movement of officers across departments is also expected to improve inter-departmental coordination and facilitate smoother implementation of government programmes across the Union Territory.

The latest administrative exercise underscores the government’s focus on efficient governance, institutional accountability, and strengthening delivery systems in sectors considered vital for economic growth, digital transformation, and grassroots administration in Jammu and Kashmir.
