Jammu and Kashmir Administrative Reshuffle: Senior IAS Officers Naveen S L and Avny Lavasa Assigned Key Additional Charges

In a strategic move to optimize governance and enhance the efficiency of state departments, the Government of Jammu and Kashmir has announced the assignment of additional administrative responsibilities to two prominent IAS officers. This latest reshuffle, formalized through Government Order No. 139-JK(GAD) of 2026 dated February 1, 2026, reflects the administration’s ongoing commitment to streamlining public service delivery and strengthening departmental oversight.

Naveen S L to Lead Public Grievances Department

Naveen S L, a distinguished member of the AGMUT 2012 batch, has been entrusted with the critical role of Administrative Secretary, Public Grievances Department. This appointment comes in addition to his current primary duties, where he serves as the Secretary to the Government, Civil Aviation Department, and also holds the charge of Commissioner, Civil Aviation.

The Public Grievances Department serves as a vital bridge between the citizenry and the state. By placing an experienced officer like Naveen S L at the helm, the government aims to:

Accelerate Redressal: Improve the speed and transparency of responding to citizen complaints.

Enhance Accountability: Ensure that individual department grievances are tracked and resolved with greater oversight.

Technological Integration: Leverage his administrative experience to potentially modernize grievance filing systems.

Avny Lavasa Empowered with Hospitality and Protocol Charge

Avny Lavasa, an IAS officer of the AGMUT 2013 batch currently serving as Secretary to the Government, Transport Department, has been assigned the additional charge of Administrative Secretary, Hospitality and Protocol Department.

Known for her decisive leadership, Lavasa’s new role will involve managing the intricate logistics of state functions and high-level dignitary visits. Her dual responsibility is expected to:

Strengthen Coordination: Align the operational efficiency of the Transport Department with the logistical requirements of the Hospitality and Protocol division.

Ceremonial Excellence: Ensure that official state engagements and protocol-related matters are executed with renewed precision.

Resource Management: Optimize the utilization of state hospitality assets and personnel.

Strategic Governance: A Focus on Administrative Synergy

This reallocation of portfolios is not merely a routine transfer but a calculated effort to utilize the multi-disciplinary expertise of senior bureaucrats. By having officers manage complementary departments, the J&K administration seeks to break down departmental silos and foster a more integrated approach to governance.

“The assignment of these departments is a proactive measure to ensure that key sectors like public grievances and state protocol are managed with the highest level of administrative rigor,” noted a senior official from the General Administration Department (GAD).
