A newly released book by senior Kerala cadre IAS officer Dr. Raju Narayana Swamy has attracted significant international attention for its detailed and scholarly examination of Geographical Indications (GI), intellectual property systems, and producer empowerment.
The book, released in New York by Binaya Srikanta Pradhan, Consul General of India, explores how GI frameworks can strengthen local economies, preserve traditional knowledge, and empower grassroots producers in an increasingly globalised world.
Dr. Swamy, a 1991-batch IAS officer widely known for his integrity, administrative reforms, and anti-corruption initiatives, has once again demonstrated his academic depth and intellectual versatility through this publication. The latest work is his 36th book and is being regarded as an important contribution to the global discourse on intellectual property rights and sustainable economic development.
The central argument of the book is that Geographical Indications should move beyond a trader-centric or state-controlled model and evolve into a producer-driven system that directly benefits local artisans, farmers, and traditional communities. According to Dr. Swamy, GI protection should not merely function as a branding or commercial tool but as a mechanism for building social capital and ensuring inclusive economic growth.
The book offers a comprehensive study of international legal frameworks governing Geographical Indications and analyses how different countries have implemented GI systems to protect region-specific products and cultural heritage. It includes case studies from across the world and also examines the growing significance of trans-border GIs, where products linked to cultural or geographical traditions extend across national boundaries.

The official release ceremony held in New York was attended by members of the Indian diaspora, policymakers, academics, and intellectual property experts. During the event, Indian Consul General Binaya Srikanta Pradhan highlighted the global relevance of the subject and praised the book for bringing attention to the role of GI systems in protecting traditional producers and cultural identity.
The publication has already generated interest among legal scholars, trade experts, policymakers, and professionals working in the field of intellectual property law. Many observers see the book as a timely and meaningful contribution to ongoing global conversations around fair trade practices, cultural preservation, and community-based economic empowerment.
Apart from being a distinguished civil servant, Dr. Raju Narayana Swamy is also a highly acclaimed writer with a strong literary reputation. His earlier works have earned major awards and critical appreciation. His travelogue “Shantimanthram Muzhangunna Thazhvarayil” received the prestigious Sahitya Akademi Award, while “Neelakkurinji: Oru Vyazhavattathile Vasantham” won the Kerala State Award for Children’s Literature.
Through his writings, Dr. Swamy has consistently combined academic research, administrative insights, and literary excellence, making him one of the rare civil servants with a strong influence in both governance and intellectual circles.
Dr. Swamy has also maintained an exceptional career in public administration. Often referred to as Kerala’s “anti-corruption crusader,” he has built a reputation for honesty, transparency, and fearless decision-making. Over the years, he has handled several important assignments related to governance reforms, rural development, healthcare, education, and digital administration.
He recently drew national attention for completing a record 38 assignments as Central Observer for the Election Commission of India.
His assignments included serving as an International Observer during the 2018 Zimbabwe Elections, reflecting the confidence reposed in his administrative capabilities at both national and international levels.
In the field of intellectual property law and policy, Dr. Swamy has received several prestigious recognitions. In 2021, he was awarded the renowned Leonardo da Vinci Fellowship by the Center for Intellectual Property and Innovation Policy at George Mason University for his scholarship and research in intellectual property law.
Earlier, he also received the Satyendra K. Dubey Memorial Award from IIT Kanpur in recognition of his efforts against corruption and his commitment to transparent governance. In addition, he was selected for the highly respected Homi Bhabha Fellowship in cyber law, joining a distinguished group of scholars and researchers.
Dr. Swamy’s academic background is equally remarkable. He secured All India Rank 1 in the 1991 Civil Services Examination. An alumnus of the Indian Institute of Technology Madras, he completed his B.Tech in Computer Science and Engineering before pursuing advanced legal studies.
He later earned a PhD in Law from Gujarat National Law University and obtained higher qualifications from leading law institutions, including the National Law School of India University and National Law University Delhi, winning gold medals in both programmes.
With his latest book on Geographical Indications, Dr. Raju Narayana Swamy has once again reinforced his reputation as a rare combination of scholar, administrator, legal thinker, and public intellectual whose work continues to influence debates on governance, law, and social development at both national and international levels.
