Punjab Govt Transfers 7 IAS and 4 PCS Officers; Arshdeep Singh Thind, Kamal Kishore Yadav Get Key Additional Charges

Chandigarh: In a fresh round of administrative restructuring, the Punjab government on Friday issued transfer and posting orders for seven IAS officers and four PCS officers, assigning them new responsibilities across key departments, corporations, and administrative positions in the state.

The reshuffle, notified by the Department of Personnel, is part of the state government’s ongoing efforts to streamline governance, improve departmental coordination, and strengthen leadership in crucial sectors including water supply, forests, healthcare, employment generation, and warehousing.

According to the official orders, all officers concerned have been instructed to assume charge of their new assignments with immediate effect.

One of the most significant changes in the reshuffle is the additional responsibility given to senior IAS officer Arshdeep Singh Thind. He has now been entrusted with the additional charge of Secretary, Department of Water Supply and Sanitation. The department plays a critical role in ensuring drinking water supply, sanitation infrastructure, and public health services across urban and rural Punjab.

The assignment comes at a time when the state government is focusing on improving water management systems, sanitation coverage, and implementation of various public utility projects. With this additional responsibility, Thind is expected to oversee important policy and administrative decisions related to the sector.

Another major development in the reshuffle is the appointment of senior IAS officer Kamal Kishore Yadav to the additional charge of Secretary, Department of Forests and Wildlife Preservation. A 2003-batch IAS officer, Yadav is regarded as an experienced administrator and will now supervise matters related to forest conservation, biodiversity protection, and wildlife preservation in the state.

The department is responsible for implementing environmental protection policies and monitoring ecological conservation programmes across Punjab. The additional charge is expected to further strengthen administrative oversight in the sector.

In another important appointment, IAS officer Amit Talwar has been designated as the Nodal Officer for Drugs and Census-related matters. The role assumes significance given Punjab’s continuing efforts to combat drug abuse and improve administrative planning through data-driven governance mechanisms.

As nodal officer, Talwar is expected to coordinate initiatives connected to anti-drug strategies, inter-departmental monitoring, and census-related administrative work. The state government has been placing increasing emphasis on strengthening institutional mechanisms to tackle drug-related concerns in Punjab.

The reshuffle also includes several other key appointments involving senior and young IAS officers.

Parminder Pal Singh, IAS, has been appointed as Special Secretary in the Department of Employment Generation, Skill Development and Training. The department is considered crucial for the state’s employment policies, youth skill enhancement programmes, and vocational training initiatives.

Meanwhile, Gautam Jain, IAS, has been posted as Managing Director of the Punjab Health Systems Corporation. The corporation plays an important role in healthcare infrastructure management, procurement, and implementation of health-related projects across the state.

Jasbir Singh, IAS, has been appointed as Managing Director of Punjab State Warehousing Corporation Limited. The corporation handles storage and warehousing infrastructure connected to food grains and agricultural produce, making it an important institution in Punjab’s agrarian economy.

Among the notable young officer appointments, 2023-batch IAS officer Pallavi Mishra has been posted as Sub-Divisional Magistrate (SDM), Kalanaur. She was awaiting posting and will now take over the assignment from Ravinder Singh, PCS, who had been holding the additional charge of SDM Kalanaur.

The Punjab government has also transferred and reassigned four PCS officers as part of the same administrative exercise, although complete details of all PCS-level postings were not immediately available in the official order summary.

Officials familiar with the developments said the reshuffle is aimed at improving governance delivery and ensuring that important departments are headed by officers with suitable administrative experience and expertise.

The latest administrative changes indicate the Punjab government’s continued focus on reorganising bureaucratic responsibilities to improve efficiency, accountability, and coordination in governance. With multiple departments currently handling key development projects and welfare initiatives, the reshuffle is expected to help accelerate decision-making and administrative execution across the state.
