Senior IPS officer Gugulloth Lakshman has once again emerged at the centre of political and administrative controversy in Kerala after the state government granted him retrospective promotion to the rank of Additional Director General of Police (ADGP), despite objections reportedly raised by a high-level screening committee and ongoing legal scrutiny linked to the Monson Mavunkal fake antique case.
The Kerala government issued orders granting Lakshman, a 1997-batch IPS officer of the Kerala cadre, promotion to the ADGP rank with retrospective effect from January 1, 2022. The decision has generated intense debate within bureaucratic, legal and political circles because of both the timing of the order and the circumstances surrounding his service record.
The controversy intensified as the order was processed during a politically sensitive transition period following the resignation of Chief Minister Pinarayi Vijayan after the ruling front’s defeat in the Kerala Assembly elections.
Promotion Cleared Despite Objections
According to officials familiar with the matter, a high-level committee headed by the Chief Secretary had reportedly expressed reservations regarding Lakshman’s eligibility for promotion under existing service rules.
Senior representatives from the Home Department, General Administration Department and Local Self Government Department were also part of the deliberations.
The committee is understood to have flagged concerns related to pending legal proceedings and disciplinary matters involving the officer. Under prevailing service norms, officers facing criminal trial or serious departmental proceedings are generally subjected to enhanced scrutiny before empanelment or promotion.
However, despite the objections, outgoing Chief Minister Pinarayi Vijayan reportedly directed that the promotion be approved.
Timing of the Order Sparks Further Questions
The timing and procedural handling of the order have added another layer of controversy to the issue.
Sources indicated that an initial “final” promotion communication had been issued around the time election results were declared.
Subsequently, after the Chief Minister submitted his resignation to the Governor, the General Administration Department reportedly revised the order and granted Lakshman retrospective promotion effective from January 1, 2022.
Administrative observers also noted that the revised order was issued by Additional Secretary G.R. Rajesh instead of the Chief Secretary, leading to questions over procedural convention and administrative propriety during a transition phase in government.
Legal and Disciplinary Issues
Lakshman’s service career has remained under scrutiny due to allegations connected to the Monson Mavunkal fake antique fraud case, one of Kerala’s most high-profile criminal controversies in recent years.
The officer faced multiple disciplinary and legal actions during the course of the investigation.
He was first suspended in November 2021 over alleged links with the accused in the fake antique racket. After remaining out of service for more than a year, he was reinstated in February 2023 and posted as Inspector General of Police (IGP).
However, he was later arrested by the Crime Branch in connection with the same case and faced a second suspension.
His reinstatement subsequently came after internal review processes reportedly concluded that major stages of the investigation had been completed.
