The appointment process for Tamil Nadu’s next full-time Director General of Police (DGP) has hit another delay after the state government formally requested the Union Public Service Commission (UPSC) to postpone the Empanelment Committee Meeting (ECM) that was scheduled to be held on May 11, 2026. The development has once again prolonged the selection of a regular police chief for the state and intensified speculation over the political and administrative factors influencing the decision.

According to senior government sources, the Tamil Nadu government informed the UPSC that both the Chief Secretary and the Home Secretary would be required to remain engaged in crucial administrative responsibilities over the coming days, making it difficult for them to participate in the empanelment process. The state reportedly sought deferment of the meeting to the last week of May.

However, officials familiar with the matter suggest that the actual reason behind the request may be linked to the evolving political scenario following the recently concluded Tamil Nadu Assembly elections. With government formation activities and post-election administrative consultations still underway, the state administration is believed to be seeking additional time before finalising the appointment of the state’s top police officer.

The proposed UPSC Empanelment Committee Meeting was expected to shortlist eligible senior IPS officers for appointment as Tamil Nadu’s next DGP in accordance with the Supreme Court’s landmark directives in the Prakash Singh police reforms case. Under these guidelines, the UPSC prepares a panel of senior-most eligible IPS officers based on merit, experience, and service records, from which the state government selects the new DGP.

This is now the third postponement of the DGP selection exercise in Tamil Nadu.

The first meeting, originally scheduled for March 20, 2026, was deferred due to administrative reasons. A second meeting planned for April 23 had to be postponed because it coincided with polling day for the Tamil Nadu Assembly elections. The May 11 meeting was expected to finally move the process forward, but the fresh request from the state government has delayed the exercise yet again.

As a result, senior IPS officer Sandeep Rai Rathore is expected to continue serving as the head of the Tamil Nadu Police until a regular appointment is made. Rathore, a 1992-batch IPS officer of the Tamil Nadu cadre, was appointed to lead the state police by the Election Commission during the election period, replacing acting DGP G. Venkatraman.

The UPSC Empanelment Committee plays a crucial role in the selection process. The committee is typically chaired by the UPSC Chairman and includes the Union Home Secretary, the Director General of a Central Armed Police Force from outside the Tamil Nadu cadre, the Tamil Nadu Chief Secretary, and the Tamil Nadu Home Secretary.

The repeated postponements have sparked discussion within bureaucratic and policing circles, especially because Tamil Nadu remains one of the country’s most politically significant states with a large and sensitive law-and-order apparatus. Senior officers and administrative observers believe the eventual appointment of a regular DGP will play a critical role in shaping policing priorities, internal administration, and law enforcement coordination in the post-election political environment.

The delay also underscores how senior bureaucratic and police appointments in major states often become intertwined with larger political transitions and governance recalibrations. Until the UPSC meeting is rescheduled and the empanelment process completed, the state police leadership will continue under interim arrangements, with Sandeep Rai Rathore remaining at the helm of Tamil Nadu Police.
