Suspended IPS Officer K Ramachandra Rao Reinstated Before Retirement, Appointed DGP (Police Manual) in Karnataka

In a dramatic turn of events, the Karnataka government has revoked the suspension of senior IPS officer Dr. K Ramachandra Rao, reinstating him into service just weeks before his scheduled retirement. The 1993-batch officer of the Indian Police Service (IPS), Karnataka cadre, has now been posted as Director General of Police (Police Manual) with immediate effect.

 Government Order of Reinstatement

The reinstatement order was issued on Wednesday evening under the provisions of the All India Services (Discipline and Appeal) Rules, 1969. The official notification stated:

“The Government of Karnataka, in exercise of the powers conferred under Rule-3(7)(c) of AIS (D&A) Rules, 1969, hereby revokes the order of suspension and reinstates Dr. K Ramachandra Rao, IPS (KN:1993) into service with immediate effect.”

The order further clarified that Rao will serve as DGP (Police Manual) until further instructions are issued.

Background of Suspension

Rao was suspended on January 19, 2026, while serving as Director General of Police, Directorate of Civil Rights Enforcement (DCRE). His suspension followed the circulation of viral videos on social media allegedly showing him in compromising positions with women.

The controversy deepened after one of the videos purportedly depicted Rao engaging in inappropriate conduct during his tenure as Inspector General of Police (IGP), Northern Range, in 2017.

 Disciplinary Proceedings

Following the viral video controversy, the Karnataka government initiated formal disciplinary proceedings against Rao on March 18, 2026, under the All India Services disciplinary framework. Despite these proceedings being underway, the government has now chosen to revoke his suspension and restore him to service.

 Retirement Timeline

Rao is scheduled to retire at the end of May 2026, with his superannuation date falling on May 30/31, 2026. The reinstatement order comes barely three weeks before his retirement, making the timing of the decision particularly noteworthy.

 Significance of the Decision

The reinstatement of Rao has drawn attention due to both the controversial circumstances of his suspension and the timing of his reinstatement. Analysts note that while disciplinary proceedings remain active, the government’s decision ensures that Rao concludes his career in service rather than under suspension.

His posting as DGP (Police Manual) is largely administrative, but it allows him to retire with full service benefits and dignity, a move that has sparked debate within bureaucratic and policing circles.

The Karnataka government’s decision to reinstate Dr. K Ramachandra Rao (IPS, KN 1993) ahead of his retirement reflects a complex balancing act between disciplinary action, administrative procedure, and service norms. While the reinstatement restores Rao’s position in the police hierarchy, the controversy surrounding his suspension continues to cast a shadow over the final chapter of his career.
