1994-Batch IPS officers elevated to top police rank — Effective July 1; set to continue in current roles pending new assignments
In a major development in Rajasthan’s police leadership, the state government has promoted two senior IPS officers — Ashok Kumar Rathore and Malini Agarwal — to the rank of Director General of Police (DGP). Both belong to the 1994 batch and bring with them extensive experience across critical law enforcement and administrative roles.
The official announcement was made on Sunday, June 29, 2025, with their promotions set to take effect from July 1, 2025. As per government orders, both officers have been placed in Pay Matrix Level 16, marking their entry into the highest echelon of the state police.
Current Roles to Continue for Now
Despite the promotions, both officers will continue in their existing roles in Jaipur until the Home Department issues further posting instructions.
Ashok Rathore currently serves as ADG, Training, where he is responsible for overseeing capacity-building initiatives for police forces across the state. Over his distinguished career, he has served as Police Commissioner of Jodhpur, headed SOG and ATS, and also held the position of ADG (Vigilance). His promotion comes in line with the expected vacancy following the retirement of DGP Ravi Prakash Meharda on June 30, who currently heads the Anti-Corruption Bureau (ACB).
Malini Agarwal is currently posted as ADG, Civil Rights and Anti-Human Trafficking — a key position focused on safeguarding vulnerable communities and ensuring human rights compliance. Her promotion follows the elevation of former DGP Utkal Ranjan Sahoo to Chairman of the Rajasthan Public Service Commission (RPSC), creating a vacancy at the DG level.
Seven DGP-Rank Officers in Rajasthan, Numbers Set to Change
As of now, Rajasthan has seven officers holding the DG rank. With DGP Meharda retiring, the number is expected to drop. In addition, three other senior IPS officers — Rajeev Sharma, Rajesh Nirwan, and Rajesh Arya — are currently on central deputation.

Both Rathore and Agarwal bring over 30 years of policing experience, and their promotions are viewed as a recognition of their significant contributions to law enforcement, training modernization, civil rights protection, and leadership of specialized police units.
Rajasthan’s First DG-Level Couple?
Malini Agarwal is married to Sanjay Agarwal, a 1992-batch IPS officer who is currently a front-runner for the post of state DGP. If appointed, the two would become Rajasthan’s first-ever couple to simultaneously serve at the Director General level.
Malini Agarwal is also only the second woman IPS officer in Rajasthan to be promoted to the DG rank. The first was Nina Singh, a 1989-batch officer who retired as DG of the Central Industrial Security Force (CISF) — the first woman to head the force.
Another high-profile bureaucratic couple from Rajasthan is Ashok Rathore and his wife, Gayatri Rathore, a 1997-batch IAS officer, currently serving as Principal Secretary, Medical and Health Department.
This dual promotion signals the Rajasthan government’s continued emphasis on merit-based elevation and the inclusion of experienced, reform-oriented officers at the helm of the state’s policing system.
