The Union Ministry of Home Affairs (MHA) has formally relieved IAS officer Sanjit Rodrigues (2013 batch, AGMUT cadre) from his current assignments in Goa and instructed him to report to his new posting in Ladakh without further delay. The ministry has also issued a stern warning, stating that disciplinary action will be initiated in case of non-compliance.
Rodrigues, who has been serving as the CEO of the Imagine Panaji Smart City Mission and Secretary for Protocol and Civil Supplies, was officially transferred to Ladakh on September 12, 2024. However, his continuation in Goa was facilitated by the state government, citing his crucial role in overseeing the final phase of the Smart City projects, many of which were slated for completion by March 31, 2025.
In a recent communication dated May 16, 2025, the MHA emphasized that, as per the 2016 cadre transfer guidelines, officers are required to join their new assignment within 15 days of the issuance of the transfer order. This is reportedly the second reminder issued to Rodrigues regarding his delayed movement.
The ministry has categorically rejected all requests for postponement or cancellation of the transfer and stated that no further representations will be entertained. Copies of the directive have been sent to the Chief Secretaries of Goa and Ladakh, with a direct communication also forwarded to Rodrigues.
While the Goa administration had retained Rodrigues to ensure the timely implementation of Smart City projects—many of which had experienced delays under previous leadership—the MHA has now clarified that administrative exigencies cannot override cadre management norms.
The ministry underscored the importance of timely postings and adherence to All India Services rules, noting that continued defiance could lead to action under the All India Services (Discipline and Appeal) Rules.
Rodrigues is now expected to report to Ladakh immediately, in accordance with service protocols.
