Telangana DGP C.V. Anand Pushes Tech-Driven Policing Reforms, Forms Special IPS Core Team
C. V. Anand, Director General of Police of Telangana, has initiated a major technology-driven policing reform programme aimed at modernising law enforcement systems, improving crime investigation capabilities and strengthening digital integration across the state police department.
During a high-level review meeting held at the DGP Office on Saturday, Anand directed senior police officials to accelerate the adoption of advanced technologies and integrated digital platforms for more efficient policing, faster operational coordination and improved public service delivery.
The Telangana DGP stressed that policing systems must evolve in line with emerging technological challenges and modern governance requirements. He emphasised the need for integrated digital infrastructure capable of supporting real-time monitoring, crime analytics and statewide coordination.
Integration of Police Platforms Under Unified Digital Framework
As part of the reform initiative, C.V. Anand instructed officials to integrate major police platforms, including:
Telangana Police website
Hawkeye mobile application
Crime and Criminal Tracking Network and Systems (CCTNS)
Human Resource Management System (HRMS)
The DGP said these systems should function under a single integrated digital ecosystem to improve coordination, data access and operational efficiency.
He also directed officials to establish a dedicated technical support structure to ensure continuity of digital projects and prevent disruption caused by routine transfers of officers and personnel.
According to officials, the initiative is intended to create a more streamlined, technology-enabled policing structure capable of handling both administrative and operational requirements in real time.
‘TS-COPS’ Unified Mobile Platform Proposed
As part of the modernisation programme, the Telangana Police is planning to develop a unified mobile platform named “TS-COPS.”
The proposed application is expected to provide single-window access to multiple policing systems and databases, including CCTNS and HRMS, enabling officers to access operational and administrative tools through one integrated interface.
Anand also instructed officials to develop a high-speed digital architecture capable of integrating multiple layers of policing data for faster decision-making and field-level operational support.
The DGP proposed the creation of a specialised technical task force that would oversee implementation, monitoring and maintenance of all technology-driven projects within the police department.
Focus on Data Integration and Digital Monitoring
Senior officials were directed to prepare a coordinated action plan for:
Advanced data integration systems
Digital dashboards for monitoring
Statewide implementation of e-Office systems
Centralised digital record management
Real-time operational analytics
Anand emphasised that technology adoption should lead to measurable improvements in policing outcomes, public service delivery and crime control mechanisms at the ground level.
He also encouraged younger police personnel to actively participate in technology-oriented initiatives and develop expertise in digital systems, data analysis and emerging policing technologies.
Five-Member IPS Core Team Formed
To ensure time-bound implementation of the reforms, the Telangana DGP constituted a five-member IPS core team and assigned a six-month deadline for execution of the key projects.
The officers assigned to lead different technology modules include:
N. Shweta — CCTNS 2.0 and HRMS integration
R. Bhaskaran — Data integration within CCTNS
Chennuri Rupesh — Social media operations, video analytics and drone technologies
K. Apoorva Rao — Data intelligence and training initiatives
Avinash Mohanty — Traffic management and road safety modules
The review meeting was also attended by V. V. Srinivasa Rao, senior police officers and technical experts associated with the Telangana Police technology modernisation programme.
Officials described the initiative as one of the most comprehensive digital policing reform exercises currently being undertaken by a state police force in India, with a strong focus on integrated platforms, data-driven policing and emerging surveillance technologies.
