UP Transfers 5 IAS and 6 PCS Officers: Rajesh Kumar Pandey Named Bahraich DM, Sameer Gets Jalaun

The Uttar Pradesh government has carried out another significant administrative reshuffle, transferring five IAS officers and six Provincial Civil Service (PCS) officers in a series of late-night orders issued on Thursday. The changes affect key district-level positions as well as senior assignments in the state government, municipal administration and the IT and Electronics Department.

The orders were issued at around 10:30 p.m. and include important changes in the district magistrate postings of Bahraich and Jalaun. The reshuffle has also set off a chain of related movements, with officers shifting between district administration, municipal bodies and senior departmental positions in the state government.

One of the most notable changes is the appointment of 2012-batch promoted IAS officer Rajesh Kumar Pandey as the new District Magistrate of Bahraich. Pandey was serving as District Magistrate of Jalaun before being moved to Bahraich, while 2015-batch IAS officer Sameer has been brought in as his replacement in Jalaun.

Rajesh Kumar Pandey Appointed Bahraich District Magistrate

Rajesh Kumar Pandey, a 2012-batch promoted IAS officer, has been transferred from Jalaun to Bahraich and appointed the new District Magistrate of the district. His movement is part of the latest round of field-level changes ordered by the Uttar Pradesh government.

Pandey had been serving as the District Magistrate of Jalaun before the reshuffle. His transfer creates an opening in Jalaun, which has now been filled by another IAS officer with experience in the state government.

The change is significant because District Magistrates occupy a central position in the district administration, coordinating revenue, development, law-and-order-related administrative functions and the implementation of government programmes at the district level.

Sameer Gets Charge as Jalaun DM

2015-batch IAS officer Sameer has been moved from a senior state-level assignment to district administration. He has been appointed District Magistrate of Jalaun, replacing Rajesh Kumar Pandey.

Before this transfer, Sameer was serving as Special Secretary in the IT and Electronics Department and was also the Managing Director of the Uttar Pradesh Electronics Corporation Limited (UPDESCO). His appointment as Jalaun DM brings him back to a field posting after his tenure in the state government.

The move also creates a vacancy in the IT and Electronics Department and at UPDESCO. That vacancy has been addressed through another key transfer in the same reshuffle, linking several of the latest postings.

Akanksha Rana Moves to IT and Electronics Department

2017-batch IAS officer Akanksha Rana has been shifted from municipal administration to the Uttar Pradesh government. Rana was serving as Municipal Commissioner of Jhansi Municipal Corporation before the latest orders.

She has now been appointed Special Secretary in the IT and Electronics Department and Managing Director of UPDESCO. The appointment gives her responsibility at both the departmental level and in the state government’s technology-focused organisation.

Rana’s transfer is one of the important links in the reshuffle because it follows Sameer’s movement to Jalaun. Her shift from a municipal corporation to a state-level administrative role also changes the leadership arrangement at Jhansi Municipal Corporation.

B. Suthan Appointed Jhansi Municipal Commissioner

2020-batch IAS officer B. Suthan, who was serving as Chief Development Officer (CDO) of Barabanki, has been transferred to Jhansi. He has been appointed Municipal Commissioner of Jhansi Municipal Corporation.

Suthan will take charge of the municipal administration following Akanksha Rana’s transfer to the IT and Electronics Department. The posting moves him from district development administration in Barabanki to the management of an important urban local body.

The change is part of the broader chain of postings triggered by the reshuffle at the district and state levels.

Pankaj Verma Gets Barabanki CDO Assignment

Another important movement involves 2022-batch promoted IAS officer Pankaj Verma. He was serving as Secretary of the Moradabad Development Authority and has now been appointed Chief Development Officer of Barabanki.

Verma’s new assignment completes another link in the administrative chain created by B. Suthan’s transfer from Barabanki to Jhansi. His move places him in charge of coordinating development-related administration in Barabanki.

The latest orders therefore involve not just isolated transfers, but a series of interconnected postings across district administration, urban governance and state-level departments.

Six PCS Officers Also Transferred

The late-night reshuffle extends beyond the IAS cadre, with six PCS officers also receiving new assignments. Their transfers affect positions in district administration, civil supplies, youth welfare and municipal administration.

Rajesh Kumar Singh, who was serving as Sub-Divisional Magistrate (SDM) in Badaun, has been appointed Additional District Magistrate (Civil Supplies), Kanpur Nagar. The new assignment moves him into a senior district-level position with responsibility related to civil supplies administration.

Sanjay Kumar Singh, who was serving as Additional District Magistrate in Gonda, has been transferred as Deputy Director (Administration), Youth Welfare and Prantiya Rakshak Dal. The posting shifts him from district administration to a departmental role.

Pramod Jha, who was posted as City Magistrate of Jhansi, has been appointed Additional District Magistrate of Gonda. His transfer consequently creates another vacancy at the city magistrate level in Jhansi.

That position has been filled by Yogeshwar Singh, who was serving as SDM Kushinagar. He has now been appointed City Magistrate of Jhansi.

Together, these movements bring the total number of IAS and PCS officers affected by the latest reshuffle to 11.

Latest Orders Follow Another Round of Transfers

The fresh administrative changes come just a day after another round of postings in Uttar Pradesh. On Wednesday night, IAS officer Aparajita Arya was appointed Sub-Divisional Magistrate of Malihabad, while Manoj Singh was shifted from the SDM assignment to the position of ACS-5.

The latest five IAS transfers indicate that the Uttar Pradesh government continues to review and realign administrative assignments across the state. The changes involve officers serving in district administration as well as those holding important responsibilities within the state government.

The movement of Sameer from the IT and Electronics Department to the Jalaun district administration and Akanksha Rana’s appointment to the department are particularly notable. Together, they illustrate how one field-level transfer can trigger a series of linked changes across several administrative positions.

Could More IAS Transfers Follow?

The latest reshuffle has also renewed speculation about further changes in the Uttar Pradesh bureaucracy. There is an expectation in some administrative circles that more IAS officers holding field assignments, including District Magistrates, could be moved to other districts or brought into the state government for departmental responsibilities.

At this stage, however, the orders cover five IAS officers and six PCS officers. The current reshuffle combines district-level field postings with municipal administration and senior departmental assignments.

Any further transfers would depend on subsequent government orders. For now, the latest changes have altered the administrative leadership of Bahraich and Jalaun while also creating a new chain of postings involving Jhansi, Barabanki, the IT and Electronics Department and UPDESCO.

Five IAS Officers Transferred in Latest UP Reshuffle

The five IAS transfers announced by the Uttar Pradesh government are:

  • Rajesh Kumar Pandey: District Magistrate, Jalaun → District Magistrate, Bahraich.
  • Sameer: Special Secretary, IT and Electronics Department and Managing Director, UPDESCO → District Magistrate, Jalaun.
  • Akanksha Rana: Municipal Commissioner, Jhansi Municipal Corporation → Special Secretary, IT and Electronics Department and Managing Director, UPDESCO.
  • B. Suthan: Chief Development Officer, Barabanki → Municipal Commissioner, Jhansi Municipal Corporation.
  • Pankaj Verma: Secretary, Moradabad Development Authority → Chief Development Officer, Barabanki.

The government has simultaneously transferred six PCS officers, completing a wider administrative reshuffle involving a total of 11 IAS and PCS officers.

The latest orders underline the continuing movement of officers between field administration, urban local bodies and senior state-level departments in Uttar Pradesh. With district magistrate positions in Bahraich and Jalaun changing hands and several linked postings following from those decisions, the reshuffle has resulted in a substantial realignment of responsibilities across the state bureaucracy.
