UP to Elevate Two Top Cops to DGP Rank: Rajiv Sabharwal & Binod K. Singh Tipped for Promotion

Uttar Pradesh is set to appoint two new Directors General of Police by the end of July. Senior IPS officers Rajiv Sabharwal and Binod Krishna Singh—both serving as Additional Director Generals—are frontrunners for these top posts in the state police hierarchy.

Rajiv Sabharwal: Training Reforms Expert A 1993-batch IPS officer, Sabharwal currently heads the Dr. Bhimrao Ambedkar Police Academy in Moradabad as ADG. Renowned for his focus on structured training and capacity building, he was recently tasked with overhauling police training under DGP Rajiv Krishna’s reform agenda. Born on April 30, 1969, in New Delhi, he holds a BTech, MTech, AMPPP certification, and is an alumnus of the Indian School of Business. His career progression includes promotions to DIG in 2009, IG in 2012, and ADG in 2018.

Binod K. Singh: Cybercrime Strategist Singh, a 1994-batch officer from Patna, currently leads UP’s Cyber Crime wing as ADG. Born May 9, 1971, he holds an MA, MPhil, and LLB in History. He previously served as Special DG in the CRPF but was repatriated to UP after an alleged misconduct incident. Despite that setback, his deep expertise in cyber investigations and operational leadership keep him firmly in contention for the DGP role.

Context: Modernization and Tech-Driven Policing These promotions align with the Yogi Adityanath government’s push to modernize the UP Police, emphasizing training reforms, tech-driven operations, and merit-based leadership. Official announcements on their elevation are expected by late July.
