UPSC Jaipur Meeting Clears 15 RAS Officers for IAS Promotion Against 18 Vacancies, 3 Cases Kept Under Sealed Cover
A selection committee meeting of the Union Public Service Commission (UPSC) to consider the promotion of Rajasthan Administrative Service (RAS) officers to the Indian Administrative Service (IAS) has concluded in Jaipur, with 15 officers cleared against 18 available vacancies. In a notable departure from the usual setting, the meeting was held at the Rajasthan Secretariat rather than at the UPSC headquarters in New Delhi.
The selection process has cleared 12 officers from the 1998 batch of the RAS and another three officers from the 1999 batch for induction into the IAS. The remaining three vacancies have been kept separately because of sealed-cover cases involving three officers whose matters originated in an earlier selection process.
15 RAS Officers Cleared for IAS Promotion
The selection committee has cleared the names of 15 RAS officers for promotion to the IAS. The largest group comes from the 1998 batch, with 12 officers making it through the latest selection process, while three officers from the 1999 batch have also been cleared.
The 1998-batch officers whose names were finalised are Meghna Chaudhary, Om Prakash Jain, Rajesh Singh, Mukesh Kumar Sharma, Mahendra Kumar Sharma, Anju Rajpal, Vivek Kumar, Madanlal Nehra, Dinesh Kumar Jangid, Poonam Prasad Sagar, Ummed Singh and Mahavir Kharadi. Their names were considered against the vacancies available for promotion from the state civil service to the IAS.
Three officers from the 1999 batch have also been cleared. They are Dr Bhāgchand Badhal, Aslam Sher Khan and Narendra Kumar Bansal, taking the total number of officers cleared in the latest exercise to 15.
The batch-wise numbers are therefore clear – 12 officers from the 1998 RAS batch and three from the 1999 batch. Together, they account for 15 of the 18 vacancies considered by the selection committee.
Three IAS Vacancies Remain Linked to Sealed-Cover Cases
The selection committee considered 18 IAS vacancies in all, but only 15 names were finalised during the latest proceedings. The other three positions have been kept in a separate category because of sealed-cover cases concerning three officers from an earlier selection exercise.
The officers whose cases remain under the sealed-cover procedure are Arun Prakash Sharma, Ramswaroop and Gopal Ram Birda. Their sealed covers were not opened during the Jaipur meeting and the cases will continue to be dealt with under the applicable procedure.
As a result, the three vacancies associated with these matters have not been treated as part of the 15 selections cleared at the latest meeting. Their eventual status will depend on the outcome of the respective cases and the subsequent decision taken at the appropriate level.
This also means that the Jaipur meeting has not brought the entire process relating to all 18 vacancies to an end. Fifteen selections have moved forward, while three positions remain connected with the sealed-cover matters.
UPSC Selection Committee Meets at Rajasthan Secretariat
The venue of the meeting has attracted attention in its own right. Instead of the UPSC headquarters in New Delhi, the selection committee assembled at the Rajasthan Secretariat in Jaipur to consider the RAS-to-IAS promotion cases.
The meeting followed efforts by Rajasthan Chief Secretary V. Srinivas to facilitate the selection process in the state. Holding the proceedings in Jaipur allowed the concerned representatives of the state government and other members of the selection committee to participate from the Rajasthan Secretariat.
The meeting was held as part of the prescribed process for considering eligible state civil service officers for promotion to the IAS. The selection committee examined the relevant cases and finalised 15 names, while keeping the three sealed-cover matters outside the finalised list.
Who Attended the Jaipur Selection Committee Meeting?
The selection committee meeting was chaired by UPSC member Suman Sharma. The Union government was represented by Nidhi Pandey and Sandeep Namdev, while Additional Chief Secretary Abhay Kumar participated as an independent nominated member.
Rajasthan was represented by Chief Secretary V. Srinivas and Personnel Secretary Archana Singh. Abhay Kumar also participated as a nominated member in the proceedings.
The presence of representatives from the UPSC, the Union government and the Rajasthan administration brought together the authorities involved in the selection process. Their participation enabled the committee to examine the eligible RAS officers and consider their suitability for promotion to the IAS against the vacancies under consideration.
1998 Batch Accounts for 12 Selections
The 1998 batch has accounted for the overwhelming majority of the names cleared in this selection exercise. Twelve officers from the batch have been recommended for promotion, while three officers from the subsequent 1999 batch have also been cleared.
The 1998-batch officers include Meghna Chaudhary, Om Prakash Jain, Rajesh Singh, Mukesh Kumar Sharma, Mahendra Kumar Sharma, Anju Rajpal, Vivek Kumar, Madanlal Nehra, Dinesh Kumar Jangid, Poonam Prasad Sagar, Ummed Singh and Mahavir Kharadi.

The remaining three vacancies have not been allocated to additional officers at this stage because they are connected with the sealed-cover cases of Arun Prakash Sharma, Ramswaroop and Gopal Ram Birda.
What Happens After the Selection Committee Meeting?
Although the selection committee has cleared 15 names, the promotion process does not end with the conclusion of the Jaipur meeting. The proceedings will first go through the prescribed approval process at the UPSC level before the matter moves to the next stages.
Following approval at the UPSC level, the file is expected to be sent to the Rajasthan government. The state government will then undertake the next stage of the administrative process before the matter is forwarded to the Department of Personnel and Training (DoPT).
The DoPT will subsequently process the matter and issue the final orders relating to the promotion of the selected RAS officers to the IAS. Therefore, the 15 officers have cleared an important selection stage, but the formal induction into the IAS will follow only after completion of the remaining approvals and issuance of the relevant orders.
Sealed-Cover Cases Will Continue Separately
The three sealed-cover cases remain a separate component of the overall selection exercise. Arun Prakash Sharma, Ramswaroop and Gopal Ram Birda are the officers whose cases have been retained under the sealed-cover procedure.
Their sealed covers were not opened during the Jaipur proceedings. Consequently, the three vacancies linked to their cases have not been included among the 15 selections cleared by the committee.
A decision on these matters will be taken subsequently at the UPSC level in accordance with the applicable procedure. Until then, the three vacancies will continue to remain associated with these pending cases rather than being treated as vacancies filled through the latest selection.
