Vinay Kumar Appointed Chief Vigilance Officer of NHAI on Additional Charge

The Government of India has designated Vinay Kumar, a 1999-batch IAS officer from the Bihar cadre, as the Chief Vigilance Officer (CVO) of the National Highways Authority of India (NHAI), on an additional charge basis.

Currently serving as Additional Secretary in the Ministry of Road Transport and Highways (MoRTH), Kumar will assume the vigilance role for a tenure of six months, commencing from the date of charge assumption, or until a regular CVO is appointed, or until further notice—whichever occurs earlier.

Appointment Cleared by Competent Authority

The official confirmation came via a memorandum dated June 30, 2025, issued after the Ministry’s proposal received approval from the Competent Authority.

Strategic Vigilance Role During Infrastructure Expansion

The role of CVO at NHAI is particularly crucial at a time when the central government is making aggressive investments in highway infrastructure, modernization, and public-private partnerships. The CVO is tasked with upholding transparency, ensuring adherence to anti-corruption frameworks, and monitoring ethical compliance across all operational levels of NHAI.

Vinay Kumar’s extensive experience at the ministerial level and his involvement in strategic highway development projects make him well-suited to lead vigilance efforts at one of India’s most critical infrastructure institutions.

Established in 1988 under the National Highways Authority of India Act, NHAI operates as an autonomous body under MoRTH. It is entrusted with the development, upkeep, and governance of India’s national highways network, currently exceeding 50,000 kilometers in length.
