Vinod Kumar Gunjiyal, a 2007-batch Indian Administrative Service (IAS) officer from the Bihar cadre, has been appointed as the new Chief Electoral Officer (CEO) of Bihar by the Election Commission of India, ahead of the Assembly elections scheduled for October-November 2025. He succeeds H R Srinivas, a 1996-batch IAS officer.
Born on January 4, 1979, Mr. Gunjiyal holds a Bachelor’s degree in Mechanical Engineering. Over the course of his career, he has held several prominent roles within the Bihar government, showcasing his versatility and commitment to public service.
Among his key postings, Mr. Gunjiyal served as Secretary of the Prohibition, Excise & Registration Department, where he led efforts to enforce the state’s prohibition laws and improve administrative efficiency. His tenure was marked by significant strides in strengthening regulatory frameworks.
He has also served as Director of the Animal Husbandry Department, contributing to the growth of the livestock and veterinary sectors, and later as Director of the Fisheries Directorate, further demonstrating his wide-ranging administrative experience.
In recognition of his contributions, Mr. Gunjiyal was promoted to the Super Time Scale in the Bihar government — an acknowledgment of his exemplary service in the civil administration.
As Bihar’s new Chief Electoral Officer, Mr. Gunjiyal brings deep administrative expertise and a strong record of governance. His leadership will be pivotal in ensuring free, fair, and transparent elections in the state.
