A fresh round of administrative decisions by the Centre and the Kerala Government has led to significant postings and portfolio changes involving senior civil servants. The latest orders include the transfer of IAS officer Yasin Choudhary from the Puducherry segment of the AGMUT cadre to Mizoram, the appointment of IRAS officer T Chitraa as Deputy Director in the Enforcement Directorate (ED), and a comprehensive redistribution of responsibilities among several senior IAS officers in Kerala.
The decisions have been issued separately by the Ministry of Home Affairs (MHA), the Department of Revenue, and the Government of Kerala, reflecting ongoing efforts to strengthen administrative capacity and improve governance across departments.
IAS Yasin Choudhary Transferred from Puducherry to Mizoram
The Ministry of Home Affairs has transferred Yasin Choudhary, an IAS officer of the AGMUT cadre who hails from Jammu and Kashmir, from the Puducherry segment to Mizoram.
Before the transfer, Choudhary was handling several important assignments in the Union Territory of Puducherry. His relocation comes at a time when Mizoram has reportedly been facing a shortage of IAS officers, prompting the Centre to deploy experienced officers to reinforce the state’s administrative setup.
The transfer is expected to strengthen governance and improve administrative efficiency in the northeastern state.
IRAS Officer T Chitraa Appointed Deputy Director in Enforcement Directorate
In another important personnel decision, the Department of Revenue, Ministry of Finance, has appointed Ms. T Chitraa, an officer of the Indian Railway Accounts Service (IRAS), as Deputy Director of Enforcement in the Enforcement Directorate (ED).
At the time of her appointment, T Chitraa was serving as Senior Divisional Finance Manager (Sr. DFM) in the Salem Division of Southern Railway.
She has been appointed on deputation for a period of three years.
Her new assignment places her in one of India’s premier financial investigation agencies, where she will contribute to investigations involving money laundering, proceeds of crime and violations under the Prevention of Money Laundering Act (PMLA) and the Foreign Exchange Management Act (FEMA).
The appointment also reflects the Centre’s practice of inducting experienced officers from different organised services into specialised investigative agencies.
Kerala Government Reallocates Responsibilities Among Senior IAS Officers
Meanwhile, the Kerala Government has carried out a reshuffle of senior IAS officers by redistributing additional charges and departmental responsibilities to ensure better administrative coordination.
The exercise primarily focuses on rationalising portfolios held by officers who were handling multiple departments simultaneously.
Puneet Kumar Gets Additional Charge
Puneet Kumar, who is serving as Resident Commissioner at Kerala House, New Delhi, has been entrusted with the full additional charge of inter-state water matters in the Water Resources Department.
The assignment is expected to strengthen Kerala’s coordination with neighbouring states on inter-state river and water-sharing issues.
Minhaj Alam Assigned Coir Department
Additional Chief Secretary Minhaj Alam has been given the additional charge of the Industries (Coir) Department.
At the same time, he has been relieved of the additional responsibilities relating to:

The move is aimed at enabling greater administrative focus on the state’s industrial and coir sector initiatives.
Sharmila Mary Joseph Takes Additional Charge of AYUSH
Principal Secretary (Health) Sharmila Mary Joseph has been entrusted with the full additional charge of the AYUSH Department.
The arrangement is expected to improve coordination between conventional healthcare administration and traditional systems of medicine in the state.

K. Inbasekar, who was serving as Managing Director of the Kerala Water Authority (KWA), has been transferred as Director of Cultural Affairs in a newly created ex-cadre post.
Besides his new assignment, he will continue to hold additional responsibilities as:
Registrar of Cooperative Societies
Additional Project Director of the Kerala Climate Resilient Agri-Value Chain Modernisation Project
The move gives him a wider administrative role spanning cultural administration, cooperative institutions and climate-related development projects.
Sriram V and Prem Krishnan S Get Fresh Responsibilities
The Kerala Government has also assigned new responsibilities to two more senior officers.
Sriram V, currently serving as Director of Agriculture, has been given full additional charge as Managing Director of KASE.
Meanwhile, Prem Krishnan S, who was serving as Registrar of Cooperative Societies, has been transferred as Joint Secretary, Water Resources Department.
He has also been entrusted with the additional charge of Managing Director, Kerala Water Authority (KWA), adding another important infrastructure responsibility to his portfolio.
