Bihar CM Samrat Choudhary Praises IPS Officer Vikas Vaibhav for Inspiring People to Contribute to State’s Development
Bihar Chief Minister Samrat Choudhary has praised senior Indian Police Service (IPS) officer Vikas Vaibhav for his efforts to encourage people from across the country to return to their home state and contribute to its development.
The Chief Minister made the remarks during an event in Gaya marking the launch of the Bihar Integrated Manufacturing City. Highlighting Vaibhav’s outreach efforts, Choudhary observed that the officer travels to different parts of the country to motivate people to return to Bihar and play an active role in its progress.
Vaibhav, who serves as Inspector General of Police (IG) in the Magadh Range, subsequently expressed his gratitude to the Chief Minister through a social media post.
The public acknowledgement brought renewed attention to Vaibhav’s work beyond conventional policing, particularly his efforts to mobilise people around the broader goal of building a more prosperous Bihar.
CM Highlights Bihar’s Development Potential
Addressing the gathering in Gaya, Choudhary emphasised Bihar’s potential for growth and the importance of involving its people in the state’s development.
Referring to Vaibhav’s activities, the Chief Minister noted that the IPS officer has been travelling across the country to encourage people to return to Bihar and contribute their knowledge, experience and resources to its progress.
The remarks underscored the importance of engaging people who have moved outside the state, whether for education, employment or business, and encouraging them to remain connected with Bihar’s future.
The event was organised in connection with the launch of the Bihar Integrated Manufacturing City, an initiative associated with the state’s industrial development ambitions. Choudhary’s comments placed particular emphasis on the role individuals can play in advancing those ambitions.
Who Is IPS Officer Vikas Vaibhav?
Vikas Vaibhav is a 2003-batch IPS officer of the Bihar cadre with extensive experience in policing and administration. An alumnus of the Indian Institute of Technology (IIT) Kanpur, he holds a Bachelor of Technology degree in Mechanical Engineering.
During his career, Vaibhav has served in several important police assignments across Bihar. His previous postings include Superintendent of Police (SP) and Senior Superintendent of Police (SSP) positions in districts such as Patna, Rohtas, Purnea, Bagaha and Darbhanga.
He has also served as Deputy Inspector General (DIG) of the Bihar Anti-Terrorism Squad (ATS). His more recent responsibilities have included serving as IG in the Magadh Range and holding assignments associated with Home Guards and Fire Services.
He has also been associated with the Bihar State Planning Board in an advisory capacity. His career has therefore encompassed district-level policing, specialised law enforcement and wider administrative responsibilities.
#LetsInspireBihar: A Movement for Development
Alongside his official responsibilities, Vaibhav founded the voluntary initiative #LetsInspireBihar, which seeks to encourage public participation in the state’s development, with a long-term vision of a developed Bihar by 2047.
The initiative is built around three broad areas: education, egalitarianism and entrepreneurship.
Education: Encouraging learning opportunities and greater access to education.
Egalitarianism: Promoting equality, social inclusion and participation across communities.
Entrepreneurship: Supporting entrepreneurial thinking and encouraging economic activity.
The initiative seeks to bring together people from different professional and social backgrounds who wish to contribute to Bihar’s progress. Its approach places emphasis on voluntary participation and the idea that development requires contributions from citizens as well as government institutions.
By encouraging people living outside Bihar to reconnect with the state, the initiative also seeks to draw on the experience, skills and ideas of those who have pursued careers elsewhere. The Chief Minister’s remarks in Gaya reflected this broader emphasis on involving people in the state’s development journey.
Receives Satyendra K. Dubey Memorial Award
Another notable milestone in Vaibhav’s career came in 2019, when he received the Satyendra K. Dubey Memorial Award from IIT Kanpur. The award is named after Satyendra K. Dubey, an IIT Kanpur alumnus remembered for his stand against corruption. The recognition added to the public-service milestones associated with Vaibhav’s professional journey.
Vikas Vaibhav Thanks the Chief Minister
Following the Chief Minister’s remarks, Vaibhav expressed his gratitude on social media for the public recognition of his efforts.
The exchange highlighted the connection between the officer’s voluntary outreach work and the wider objective of encouraging people to participate in Bihar’s development.
While Vaibhav continues to serve in the police administration, his association with #LetsInspireBihar reflects an additional focus on education, social inclusion and entrepreneurship. The initiative seeks to encourage people to look beyond individual achievements and consider how their skills and efforts can contribute to the state.
Choudhary’s praise at the Gaya event has brought further attention to this message: Bihar’s development depends not only on government initiatives and industrial investment, but also on the willingness of its people to contribute to the state’s future.
