Vinay Kumar, a 1991-batch Bihar-cadre IPS officer, took charge as Bihar DGP in December 2024, succeeding Alok Raj. His appointment was for a period of two years or until further orders, bringing the issue of succession into focus as the end of that period approaches.
The 2026 IPS Civil List places Jitendra Kumar, Kundan Krishnan and Amit Kumar among Bihar’s senior DG-level officers. Jitendra Kumar is from the 1993 batch, while Kundan Krishnan and Amit Kumar belong to the 1994 batch.
That makes Jitendra Kumar the senior-most of the three by batch. Kundan Krishnan: Strong Field and Operational Record
Kundan Krishnan, a 1994-batch Bihar-cadre IPS officer, has emerged as one of the most closely watched names in the potential succession race.
According to the 2026 IPS Civil List, Krishnan is a Level 16 officer and is listed as DGP, Headquarters, with additional charge of DG (Operations), STF, and OSD, RCO Bihar Bhawan, New Delhi. His career has included a substantial period of service in Bihar, where he has handled sensitive operational as well as administrative assignments.
His previous responsibilities have included ADG Headquarters and ADG Operations, giving him experience on both sides of police leadership – strategic administration at headquarters and operational command in the field.
Krishnan has also had experience outside the state cadre. He served on central deputation as an ADG in the Central Industrial Security Force (CISF) before returning to Bihar. The Ministry of Home Affairs relieved him from central deputation in November 2024 to enable his return to the parent cadre.

The Chhapra Jail Operation That Defined His Career
One of the most widely recalled episodes of Krishnan’s career dates back to 2002, when he was serving as Superintendent of Police in Saran.
Following unrest over an order to transfer five prisoners, around 1,200 inmates reportedly took control of Chhapra divisional jail. The situation escalated rapidly, with prisoners taking control of sections of the jail, seizing weapons and holding prison personnel hostage.
Krishnan, accompanied by then SHO Arjun Lal and constable Jitendra Singh, took the unusual step of scaling the prison walls and entering the jail complex. Their intervention eventually brought the three-day siege to an end.
The operation remained an important part of Krishnan’s professional record for years. In 2026, more than two decades after the incident, Krishnan, Arjun Lal and Jitendra Singh were formally awarded the Medal for Gallantry for their role in the operation.

Originally from Uttar Pradesh, Jitendra Kumar holds a B.Tech degree and has spent a substantial part of his professional career serving in Bihar. His experience spans field policing, police administration and important headquarters assignments.
He has served as ADG, Crime Investigation Department (CID) and has also handled responsibilities linked to police recruitment and selection mechanisms.
That long association with Bihar Police’s administrative and operational structure gives him considerable familiarity with the state’s law-and-order machinery.

Jitendra Kumar was promoted to the rank of Director General in 2025. His 2026 Civil List entry places him at Level 16 and records his responsibilities involving the Central Selection Board and BSAP.
His service record includes two major police honours. He received the Police Medal for Meritorious Service in 2009 and the President’s Police Medal for Distinguished Service in 2016.

The 2026 IPS Civil List identifies Amit Kumar as a direct-recruit IPS officer with an M.Tech degree and places him at Level 16. His latest entry available through the Ministry of Home Affairs lists him as SDG, CRPF, following a series of senior assignments on central deputation.
His Bihar experience includes positions such as Special Secretary, Home and ADG, Railways. He subsequently moved into senior roles at the Centre, including responsibilities within the Central Reserve Police Force (CRPF) and later the specialised security establishment associated with the Special Protection Group (SPG).
That career trajectory gives Amit Kumar a profile that differs from the other two officers.
While Krishnan is particularly associated with field policing and operational command in Bihar, and Jitendra Kumar combines seniority with extensive cadre-based experience, Amit Kumar brings significant exposure to central security institutions and national-level assignments.
