GMRL: Who Is Ajay Kumar IAS? 2013-Batch Haryana Officer Appointed MD, Gurugram Metro Rail Limited

Who Is Ajay Kumar IAS? 2013-Batch Haryana Officer Appointed Managing Director of Gurugram Metro Rail Limited

The Union Ministry of Housing and Urban Affairs (MoHUA) has approved the appointment of Ajay Kumar, a 2013-batch Indian Administrative Service (IAS) officer of the Haryana cadre, as Managing Director of Gurugram Metro Rail Limited (GMRL). The appointment comes at a crucial stage in the development of Gurugram’s proposed 28.5-km metro expansion project, which aims to strengthen connectivity across the rapidly growing urban centre.

Kumar, who also serves as Managing Director of the Haryana Mass Rapid Transport Corporation (HMRTC) and Chief Administrator of the Haryana Shehri Vikas Pradhikaran (HSVP), will oversee the implementation of the Gurugram metro project alongside his existing responsibilities.

His appointment follows an administrative development in September, when the Haryana government initially recommended Mukul Kumar for the GMRL position. The proposed appointment did not receive the Centre’s approval, following which the state government was asked to recommend another candidate.

According to media reports, the delay in finalising the corporation’s leadership had affected certain project-related decisions, including those concerning the metro depot and the procurement of coaches. Kumar has indicated that resolving implementation bottlenecks and strengthening project monitoring will be among his priorities.

Who Is Ajay Kumar IAS?

Ajay Kumar was born on October 26, 1983, and belongs to the 2013 batch of the Haryana-cadre IAS. Originally from Una district in Himachal Pradesh, he has held several administrative assignments across Haryana, gaining experience in district administration, public service delivery and urban governance.

He holds a Bachelor of Engineering degree in Electronics and Communication from Delhi College of Engineering, now known as Delhi Technological University. He subsequently obtained an MBA from the Indian Institute of Management Kozhikode.

Before entering the IAS, Kumar worked as a software engineer with IBM in Bengaluru. His transition from the technology sector to the civil services was followed by assignments in sub-divisional and district administration, where he handled responsibilities involving government programmes, public grievances and development-related coordination.

Kumar took charge as Deputy Commissioner of Gurugram in November 2024, having previously served as Deputy Commissioner of Rohtak. His earlier district-level postings included Bhiwani, Mahendragarh and Nuh. He also served as Sub-Divisional Magistrate in Sirsa and Sonipat.

His experience in Gurugram’s district administration is particularly relevant to his new assignment, given the city’s growing infrastructure requirements and the need for coordination among multiple government agencies.

From Software Engineer to Senior Administrative Responsibilities

Before joining the Indian Administrative Service in 2013, Kumar worked in the private sector as a software engineer at IBM in Bengaluru. His professional background in technology was followed by a series of administrative assignments across Haryana.

His early postings in sub-divisional administration provided experience in implementing government policies and coordinating local administrative functions. He subsequently moved into district-level leadership roles, taking charge of development-related work and the coordination of government departments.

His career progression included postings in Nuh, Mahendragarh, Bhiwani and Rohtak before his appointment as Gurugram Deputy Commissioner in November 2024.

As Deputy Commissioner, Kumar was responsible for district administration, public grievance redressal and coordination on civic and development matters. His tenure in Gurugram gave him direct exposure to the challenges associated with managing a rapidly expanding urban centre. These assignments have taken him from local administration to positions involving broader responsibilities for urban development and public infrastructure.

Ajay Kumar’s Administrative Career in Haryana

Kumar’s career has included assignments across district administration, urban development and mass rapid transit planning. Among his significant postings are:

Deputy Commissioner, Gurugram: He assumed charge in November 2024 and served until April 2026, overseeing district administration, public grievances and coordination on urban issues.

Deputy Commissioner, Rohtak: He served in the post before his transfer to Gurugram, handling district administration and development-related responsibilities.

Deputy Commissioner, Bhiwani, Mahendragarh and Nuh: These assignments gave him experience in district-level governance across different parts of Haryana.

Sub-Divisional Magistrate, Sirsa and Sonipat: His earlier responsibilities included sub-divisional administration and the implementation of government programmes.

Managing Director, HMRTC: In this role, he is responsible for leading the state corporation involved in planning and coordinating mass rapid transit projects.

Chief Administrator, HSVP: This assignment involves leadership of the authority responsible for planned urban development and associated infrastructure in Haryana.

His concurrent responsibilities at HMRTC, HSVP and GMRL place him at the intersection of urban planning, transport infrastructure and administrative coordination.

Why Ajay Kumar’s Appointment Matters for Gurugram Metro

Gurugram Metro Rail Limited is a joint venture of the Government of India and the Haryana government established to develop and expand the metro network in Gurugram.

The proposed 28.5-km corridor is planned to connect Millennium City Centre with Cyber City, with a spur towards the Dwarka Expressway. The expansion is intended to improve connectivity between established parts of Gurugram and newer residential, commercial and industrial areas.

According to the project details available in the supplied report, implementation is progressing through different stages.

Phase I: The approximately 15.3-km Millennium City Centre–Sector 9 stretch is under construction.

Phase II: The approximately 14.2-km Sector 9–Cyber City stretch has moved into the tendering process, according to recent reports.

Additional connectivity: The broader corridor plan includes a spur towards the Dwarka Expressway.

The project requires the development of supporting infrastructure, including a depot-cum-workshop and the procurement of metro coaches. Reports have indicated that certain decisions were delayed while the corporation awaited confirmation of its managing director.

The appointment is therefore significant for the project’s administrative leadership, particularly as construction and procurement activities advance.

HMRTC and GMRL Coordination Under a Common Leadership

Kumar’s appointment as Managing Director of GMRL, alongside his existing position at HMRTC, brings the leadership of two organisations involved in Haryana’s mass transit development under the same officer.

HMRTC is responsible for planning and coordinating mass rapid transit projects in the state, while GMRL is tasked with implementing the Gurugram metro expansion.

Coordination between the two organisations will be important for project execution, procurement, infrastructure planning and the resolution of administrative bottlenecks. The involvement of HSVP, which oversees planned urban development, adds another dimension to the coordination required for the expansion. Kumar has indicated that he intends to review obstacles affecting implementation and strengthen project monitoring to accelerate progress.

The appointment comes at an important stage for Gurugram’s public transport infrastructure, with the first phase under construction and the next section moving through the procurement process. The project’s progress will depend on timely decisions, completion of contractual processes and effective coordination among the agencies concerned.

For Kumar, the new responsibility adds a major urban transport project to an administrative career spanning district governance, urban development and state-level infrastructure planning.
