In a major administrative shake-up following two high-profile law-and-order controversies, the Jharkhand government has removed IPS officers Piyush Kumar Pandey and Nidhi Dwivedi from their district postings and attached both officers to the Police Headquarters in Ranchi. The decision comes after separate incidents in Jamshedpur and Seraikela-Kharsawan triggered widespread public outrage, sharp political criticism and serious questions over policing in the state.
The husband-wife IPS duo, regarded as among Jharkhand’s prominent young police officers, lost their district responsibilities after the government concluded that stronger administrative action was necessary. While Piyush Kumar Pandey was shifted in the aftermath of the shocking murder of a young man in Jamshedpur, Nidhi Dwivedi was removed following allegations of police excesses involving tribal residents in Seraikela-Kharsawan.
At the same time, the state government has appointed IPS officer Ehtesham Waquarib as the new Senior Superintendent of Police (SSP) of East Singhbhum, while IPS officer Manoj Swargiary has been posted as the new Superintendent of Police (SP) of Seraikela-Kharsawan.
Chief Minister Announces Tough Stand on Law and Order
Chief Minister Hemant Soren personally announced the administrative action and made it clear that negligence in maintaining public safety would not be accepted under any circumstances.
In a post shared on X, the Chief Minister stated that both district police chiefs had been relieved of their responsibilities because of lapses in maintaining law and order and controlling criminal activities effectively. He stressed that protecting citizens remains the government’s highest priority and warned that strict action would continue not only against criminals but also against officials found negligent in performing their duties.
To restore public confidence and closely supervise the situation, the government has directed the Kolhan Divisional Commissioner, the Additional Director General (ADG) of Ranchi and the Deputy Inspector General (DIG) to remain stationed in the region and personally oversee law-and-order arrangements until the situation stabilises.
Jamshedpur Murder Case Sparked Massive Public Anger
The immediate trigger behind Piyush Kumar Pandey’s removal was the murder of 24-year-old Himanshu Singh outside a pub-cum-bar in Jamshedpur’s Bistupur area.
According to the police investigation, the incident reportedly began inside the establishment where Himanshu Singh and his friend Pratyush Singh allegedly got into an argument with another group. Some reports claimed that the two friends had objected after witnessing the alleged harassment of a woman inside the bar.
What started as a verbal confrontation soon escalated into a violent attack outside the premises.
Investigators say Himanshu Singh and Pratyush Singh were assaulted after they stepped onto the street. CCTV footage that later surfaced created even greater public outrage. The videos reportedly showed the attackers dragging Himanshu from close to a police vehicle before repeatedly stabbing him, while police personnel allegedly failed to intervene in time.
Himanshu later succumbed to his injuries, while Pratyush sustained serious wounds and continues to receive medical treatment.
The disturbing visuals quickly spread across social media, fuelling protests and intense criticism of the local police’s handling of the incident.
Action Against Local Police Could Not Prevent SSP’s Removal
Before he himself was transferred, then East Singhbhum SSP Piyush Kumar Pandey had initiated disciplinary action against several police personnel.
He suspended Bistupur Police Station Officer-in-Charge Alok Dubey along with multiple policemen, holding them responsible for negligence and dereliction of duty during the incident.
Despite those suspensions, criticism continued to mount from the public, opposition leaders and civil society. Many questioned how such a brutal crime could occur allegedly in the presence of police personnel.
As pressure increased, the state government decided to replace the district police leadership.
Government Assures Support to Victim’s Family
After prolonged discussions between district officials and the family of Himanshu Singh, the last rites of the victim were conducted on Wednesday.
The administration assured the grieving family that employment would be provided to Himanshu’s widow through an outsourced agency. Officials also promised that a proposal recommending a permanent government job would be forwarded to the state government for consideration.
Seraikela-Kharsawan Deputy Commissioner Nitish Kumar, who participated in the discussions, informed the family that five accused had already been arrested.
Police teams continue to conduct raids to trace the remaining suspects. Authorities have also announced a reward of Rs 2 lakh for information leading to the arrest of the main absconding accused, Vishwanath Mandal, also known as Bodra.
Tight Security Ahead of BJP Protest
With public anger continuing to rise, the administration has significantly strengthened security arrangements across Jamshedpur.
Prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) have been imposed in six police station jurisdictions, including Bistupur, Sakchi, Sonari, Kadma, Mango and MGM.
The restrictions were enforced ahead of the Jamshedpur bandh called by the Bharatiya Janata Party (BJP) on July 3 to protest what it described as the worsening law-and-order situation in the city.
Authorities have deployed additional police personnel in sensitive areas to prevent any untoward incidents during the protest.
Nidhi Dwivedi Shifted After Tribal Assault Allegations
While the Jamshedpur murder case led to the transfer of Piyush Kumar Pandey, the removal of Nidhi Dwivedi followed a separate controversy in neighbouring Seraikela-Kharsawan district.
Dwivedi, who was serving as Superintendent of Police, came under scrutiny after allegations surfaced regarding police excesses against tribal residents.
The controversy centred around Alpana Mahali, an Adivasi woman living in Kandarbera Rehabilitation Colony.
According to reports, Mahali allegedly suffered serious injuries after being questioned for nearly three hours at a police station in connection with a missing person investigation.
Her family alleged that she was assaulted during interrogation.
The incident triggered widespread criticism from tribal organisations, local residents and opposition parties.
Although three police personnel were suspended following the allegations, demands for accountability continued to grow, increasing pressure on the state government to take stronger action.

Piyush Kumar Pandey and Nidhi Dwivedi are Indian Police Service officers of the Jharkhand cadre and are among the state’s well-known IPS couples.
Interestingly, both officers belong to Uttar Pradesh and share remarkably similar professional backgrounds.
Before joining the civil services, both pursued engineering and later successfully cleared the prestigious UPSC Civil Services Examination to enter the Indian Police Service.
Over the years, they have served in several important policing assignments across Jharkhand and earned reputations as capable field officers. Their simultaneous postings in neighbouring districts had often attracted public attention within administrative circles.
However, the recent law-and-order controversies have now placed both officers at the centre of one of Jharkhand’s biggest administrative reshuffles in recent months.
Government Signals Zero Tolerance
The transfer of both district police chiefs sends a strong message that the Jharkhand government intends to adopt a zero-tolerance approach towards administrative lapses affecting public safety.
By replacing the leadership in two sensitive districts simultaneously and deploying senior officers to supervise the region, the government has indicated that accountability within the police force will remain a priority.
