In a key administrative development, senior IPS officer C V Anand is set to be appointed as the next Director General of Police (DGP) of Telangana, signaling the end of a prolonged period of interim leadership in the state police. The transition comes as the current DGP, B Shivadhar Reddy, is scheduled to retire on April 30, 2026. Official sources indicate that Anand is likely to assume charge in the first week of May.
The groundwork for Anand’s elevation appears to have been firmly laid through recent bureaucratic changes. Notably, Shikha Goel has been appointed to succeed him in the Home Department, where she currently serves as Principal Secretary. This move is widely interpreted as a clear administrative signal paving the way for Anand’s appointment to the शीर्ष police post in the state.
The appointment process gained urgency following intervention by the Supreme Court of India, which reportedly expressed concern over the continuation of an acting DGP and directed the Telangana government to finalize a regular appointment within a stipulated timeframe. In compliance, the state government submitted a list of six IPS officers to the Union Public Service Commission for empanelment.
The UPSC committee convened in New Delhi on March 11 and shortlisted three candidates based on seniority, service record, and remaining tenure. These included C V Anand, Vinayak Prabhakar Apte, and Soumya Mishra. The final decision rests with the state government, which appears to have opted for Anand, the senior-most among the shortlisted officers.
C V Anand, a 1991-batch IPS officer, is widely regarded as a seasoned and reform-oriented पुलिस leader with over three decades of experience. Born on June 5, 1968, in Ranga Reddy district of Telangana, he completed his schooling at Hyderabad Public School, Begumpet, and pursued higher education at Nizam College. He later earned a master’s degree in Economics from Osmania University, graduating with a gold medal. Anand cleared the Civil Services Examination in 1990 in his first attempt, securing an All India Rank of 147.
Interestingly, before joining the civil services, Anand was an accomplished cricketer who represented India at the Under-19 level and played for Hyderabad in U-19 and U-22 categories.
Throughout his distinguished career, Anand has held several महत्वपूर्ण positions across policing, intelligence, and administration. His early assignments included serving as Additional SP in Warangal and Adilabad, followed by roles as Superintendent of Police in Nizamabad and Krishna districts, where he dealt with Naxalite insurgency and introduced modern policing practices.
He later served as Commissioner of Police in Hyderabad (twice) and Cyberabad, Director General of the Anti-Corruption Bureau, Inspector General in the Central Industrial Security Force (CISF), and Director of the National Industrial Security Academy. Currently, he holds the position of Special Chief Secretary (Home) in the Telangana government.
Anand is credited with several innovations in policing, including the introduction of e-challan systems, deployment of speed guns, and establishment of specialized units such as the Hyderabad Narcotics Enforcement Wing (H-NEW). He also played a key role in strengthening women’s safety initiatives like SHE Teams and SHE Shuttle services, and contributed to the reorganization of the Hyderabad Police structure. The establishment of the Integrated Command and Control Centre (ICCC) in Hyderabad is another major highlight of his tenure.
His contributions have earned him numerous accolades, including the Police Medal for Gallantry (2002), the Police Medal for Meritorious Service (2007), and the President’s Police Medal for Distinguished Service (2017).
With his likely elevation as DGP, Telangana is expected to gain stable and experienced leadership in its police force. Anand’s extensive background in law enforcement, governance, and institutional reform is anticipated to play a crucial role in shaping policing strategies and strengthening accountability in the state.
