Assam Govt Shifts 18 IAS & 2 ACS Officers in Major Bureaucratic Realignment

Kailash Chand Samria Assigned Additional Charge as ACS, Irrigation; Ashwani Kumar Named Chief Data Officer

In a sweeping administrative overhaul aimed at improving governance and public service delivery, the Assam Government has transferred and reassigned 18 Indian Administrative Service (IAS) officers and 2 Assam Civil Service (ACS) officials across departments. The Department of Personnel (Personnel-A) issued the orders with the approval of the Governor.

Key IAS Reassignments

Syedain Abbasi (IAS: 1990) Relieved of additional charges as Special Chief Secretary, Irrigation, and Resident Representative in New Delhi. Continues to head Public Health Engineering and Water Resources.

Kailash Chand Samria (IAS: 1993) Chairman, Board of Revenue, now additionally appointed ACS, Irrigation Department.

L. Sweety Changsan (IAS: 1994) Upon return from central deputation, appointed ACS, Revenue & Disaster Management and Tribal Affairs (Plain); also named CEO, Assam State Disaster Management Authority (ASDMA).

Gyanendra Dev Tripathi (IAS: 1998) Transferred as Principal Secretary, Transport Department and entrusted with additional charges: Border Protection & Development, Assam Accord Implementation, and Skill, Employment & Entrepreneurship.

Rakesh Kumar (IAS: 2005) Relieved from Excise; retains roles as MD, APDCL and Chairman, APGCL.

Ashwani Kumar (IAS: 2010) Appointed Chief Data Officer under the Assam State Data Policy 2022.

Dr. Lakshmanan S (IAS: 2011) Takes over as Mission Director, NHM Assam and MD, Guwahati Smart City Ltd; retains partial charge in Industries & Commerce.

Adil Khan (IAS: 2011) Assigned charge of Secretary for Excise, Welfare of Minorities, Barak Valley Development, and Irrigation.
