Fourth Major Reshuffle Under President’s Rule Aims to Enhance Administrative Efficiency

In a sweeping administrative reshuffle, the Governor of Manipur has approved the transfer and posting of 27 senior officers across multiple services, including the Indian Administrative Service (IAS), Indian Revenue Service (IRS), Manipur Civil Service (MCS), and Manipur Finance Service (MFS). The order, issued by the Department of Personnel and Administrative Reforms (DPAR), takes immediate effect, officials confirmed on Friday.

This marks the fourth major reshuffle since President’s Rule was imposed in Manipur and the state assembly was suspended on February 13, 2025. The latest postings are part of an ongoing effort to strengthen governance, streamline service delivery, and stabilize administration during the political vacuum.

Transfer Breakdown: 27 Officers Affected

As per the official order:

9 officers are from the IAS cadre

1 officer from the IRS

15 officers from the MCS

2 officers from the MFS

Key departments impacted include education, finance, social welfare, rural development, planning, land resources, and public distribution.
Notable IAS-Level Appointments

Rajkumar Dinesh Singh, IAS
Formerly Principal Secretary (AR/MAHUD) and Commissioner (DE), he now assumes additional charge as Principal Secretary of Higher & Technical Education, SCERT, and Adult Education, while continuing in his existing roles.

H. Gyan Prakash, IAS
Previously Commissioner-cum-Secretary (Higher & Technical Education, SCERT, and Adult Education), he has been reassigned as Commissioner-cum-Secretary, Arts and Culture.

Ningthoujam Geoffrey, IAS
Relieved from a broad portfolio including Social Welfare and CADA, he will now focus solely on the Water Resources Department, while continuing as CEO of Manipur Industrial Development Authority (MIDA).

IRS & MCS Highlights

N. Kheda Varta, IRS
Formerly Secretary (Land Resources and CAF&PD), he will now handle only CAF&PD (Consumer Affairs, Food & Public Distribution).

Aribam Amarjit Sharma, MCS
Joint Secretary (Finance) and Secretary, State Election Commission, has been posted as Additional Deputy Commissioner (ADC), Thoubal, and Project Director, DRDA Thoubal.

Songeireng Khupboi Aimol, MCS
Moved from Manipur Lok Ayukta to become Joint Secretary, Finance and Planning.

Yumnam Nelson, MCS
Continues as Joint Secretary (Finance & Land Resources) and takes additional charge as Secretary, State Election Commission.

Lokeshor Brahmacharimayum, MCS
Former ADC Thoubal and PD, DRDA Thoubal, is now posted as Joint Secretary, Revenue.

Reform-Oriented Strategy During President’s Rule

This latest realignment follows earlier rounds of reshuffles conducted in February (twice) and May, all under the ongoing President’s Rule. The transfers aim to optimize manpower deployment, enhance institutional responsiveness, and ensure efficient delivery of public services.

A senior official involved in the process stated,

“These changes are designed to reinforce administrative stability and accountability during a time of governance uncertainty. The objective is to maintain momentum in critical departments and ensure the system remains citizen-focused.”

The restructuring also reflects the Centre’s resolve to maintain an agile and transparent administrative framework, particularly as Manipur continues to navigate complex challenges on the ground.
